MINUTES <br />SPECIAL <br />DECENIBE <br />PAGE 3 <br />CITY OOUNCIL MEETING <br />R 19, 1985 <br />J `~ ~' <br />CITY Ta PARTICIPATE IN L?U`IDFILL ABATEMENT OO3T RECOVERY PROC~tAM <br />Clerk Administrator Barnes presented information on the Household Rebate Program being <br />sponsored by Metropolitan Council and explained that Comironwealth Terrace Cooperative has <br />already implemented a voluntary recycling program, however, cannot receive any abatement <br />unless the municipality agrees to participate. John Thompson, representing the Terrace <br />defined their recycling program and requested that Falcon Heights consider participating <br />in the cost recovery program. Council discussed the fact that communities will <br />eventually be required to participate in some recycling program, and Clerk Administrator <br />Barnes urged that a committee be established to implement such a program. Mr. Thompson <br />indicated a willingness to serve on such a ca~unittee. Following the discussion <br />Councilmember Chenoweth moved, seconded by Mayor Eggert, that the Clerk Administrator be <br />authorized to seek renumeration under the Metro program, any funds to be recovered at <br />this time will pass thorough the City to Commonwealth Terrance to aid in the cost of <br />implementation of their recycling program. Notion carried unanimously. <br />CLERK ADMINISTRATOR AND ENGINEER TO DISCUSS 4~TERMAIN/STORM SETn~R QONt~CTION BETfn1EEN <br />FALO~N HEIGHTS AND LAUI7ERDAIE <br />Engineer Schunicht reviewed his letter cued December 5, 1985 relating to the request <br />from the City of Lauderdale that Falcon Heights participate in the installation of a <br />watermain extension along Larpenteur Avenue between Coffman and the City limits. Mr. <br />Schunicht was of the opinion that there would be some advantage to such an extension. <br />Following the discussion Councilmember Chenoweth moved, seconded by Councilmember Hard, <br />that the Clerk Administrator and Engineer enter into discussions on the proposed <br />waterm~in/storm sewer improvement with all interested parties, ie. Lauderdale, St. Paul <br />Water Utility, University of Minnesota, Ramsey County, and the developer of the Rosehill <br />Nursery property in Lauderdale. Motion carried unanimously. <br />BUILDING INSPECIIOR'S FEES & INTERVIEW WITH LAUI~RLIAIE INSPECTOR DISCUSSID <br />Clerk Administrator Barnes presented samples of possible building inspector fee <br />schedules, and informed he had met with the Lauderdale Building Inspector, who indicated <br />an interest in working for Falcon Heights. Council discussed the matter, after which the <br />Clerk Administrator was directed to investigate the Lauderdale Inspector's credentials <br />and report to Council. <br />ATTORNEY TO PREPARE AMENDMENT TO CODE RELATING TO PLAN CHECK FEES <br />Attorney Gasteazoro briefly reviewed a portion of the amendment to the code relating to <br />inspector's fees, and was directed to establish a payment of 1/4 of the plan check fee to <br />the building inspector, and stipulate that Fire Department personnel reviewing plans be <br />reimbursed for time spent, but not to exceed 1/4 of the plan check fee. The amendment <br />will be considered at the January 8, ]9 86 meeting. <br />AMBULANCE BASE RATE TO BE INC~tEASID $20.00 TO DOVER C03T OF TEr,~:M~rrty EQUIPMENT <br />Council discussed an appropriate manner in which to charge ambulance patients an added <br />fee to cover the cost of the recently ordered telemetry equipment, and came to the <br />decision that the least cumbersome method, and most likely to repay the cost in a 5 year <br />period would be to increase the base rate to $140.00 ($20.00 increase). Councilmember <br />Hard moved, seconded by Mayor Eggert, that the $20.,00 base rate increase be approved. <br />Motion carried unanimously. <br />REQUEST FOR 5 YEAR CAPITAL IMPROVEMENT PLANS FOR FIRE DEPT., PUBLIC BARKS, PARKS & <br />RECREATION OCI~+Il~IISSION <br />Councilmember Hard stated he felt the Fire Department, Public Works, and Parks and <br />Recreation Commission should prepare 5 year capital improvement plans for review at 1986 <br />budget time, and that he would not look at 1987 budgets for those departments until such <br />plans are in existence. Council agreed that a 5 year plan would be helpful to budgeting <br />and suggested that Council Liaisons to the Fire Department and Parks and Recreation study <br />the matter with tknse groups, and Clerk Administrator Barnes assist Public Works in <br />preparing such a plan. <br />
