MINUTES ~ ~~ <br />SPECIAL CITY COUNCIL MEETING <br />DECEMBER 19, 1985 <br />PAGE 2 <br />ARDIS HUTCHINS, 1901 SIMPSON, APPOINTED TO PARKS AND RECREATION COMMISSION <br />Mayor Eggert moved, seconded by Couneilmember Hard, that Ardis Hutchins, 1901 Simpson, be <br />appointed to the Parks and Recreation Commission to replace Carol Parks. Motion carried <br />unanimously. <br />1/8/86 MEETING TO START AT 6:45 P.M. <br />Mayor Eggert moved, seconded by Couneilmember Hard, that the January 8, 1986 meeting be <br />scheduled to start at 6:45 rather than 7:00 p.m.. Motion carried unanimously. <br />PUBLIC HEARING ON BULLSEYE CONDITIONAL USE REQUEST FOR GOLF-O-MAT GAMES IN LOWER LEVEL OF <br />BUILDING <br />At 7:30 p.m. Mayor Eggert opened the Public Hearing on a Conditional Use Request from <br />Bullseye Golf, Inc., to Operate Golf-O-Mat Games in the Lower Level of the Building, and <br />presented the Affidavit of Publication. Attorney George Hoff, representing Bullseye <br />Golf, explained the Golf-O-Mat operation and stressed that the space is available due to <br />the fact that Bullseye has closed all stores but this one and there is no longer need for <br />the basement area for central warehousing. Mr. Hoff then presented the proposed <br />condition for terminating the use of the games as listed in his letter of December 12, <br />1985 as follows: 1) Full occupancy of Bullseye Plaza, 2) April 30, 1986, or, 3) Until <br />the permanent opening of major golf courses in the Twin City area in the spring of 1986, <br />whichever is earliest. He also informed that the original request made to the Planning <br />Commission has been changed from 6 games to 12. Council discussed problems with Bullseye <br />during the development period, the lack of a written joint parking agreement between <br />Bullseye and Embers, and problems the City has had obtaining permission for employees to <br />enter the building. Mr. Hoff agreed to obtain the name of an alternate person to grant <br />permission to enter the premises , and assured that adequate fire extinguishers have been <br />purchased for the operation, and the Fire Chief will inspect the facility in January. <br />Attorney Gasteazoro agreed with Mr. Hoff~s request that the parking be analyzed month by <br />month to determine whether or not the slots assigned are appropriate. Couneilmember <br />Baldwin requested that the condition relating to opening of golf courses be more <br />definite, for example, the opening of St. Paul Municipal Courses, and that a 4th <br />~onditi~on be added, full utilization of presently available parking slots. There being no <br />others wishing to be heard, Mayor Eggert closed the Public Hearing at 8:11 p.m .and moved <br />Resolution R-85-70. The motion was seconded by Couneilmember Hard and upon a vote being <br />taken carried unanimously. <br />RESOLUTION R-85-70 <br />A RESOLUTION RELATI~ NG TO A TEMPORARY CONDITIONAL USE PERMIT <br />FOR BULLSEYE GOLF, INC. <br />BULLSEYE ALTERNATE NAMID <br />Mr. Hoff presented Council with the name of an alternate person to grant access to the <br />building, Tony Hunt, who is manager in Dennis Hunts absence. <br />LICENSE FOR GOLF-O-MAT APPROVED <br />Clerk Administrator Barnes reminded Mr. Hoff that a license must be obtained to operate <br />the Golf-O-Mat games. Mr. Hoff requested that Council approve the license at this <br />meeting contingent upon Mr. Hunt making the appropriate application the next day. Mayor <br />Eggert moved, seconded by Couneilmember Chenoweth, that a corporate license to operate <br />the 12 machines be granted upon receipt of the appropriate application and fee. Motion <br />carried unanimously. <br />
