<br />Mayor Warkentien presented for Council's approval the following appoint-
<br />ments to the Planning Commission: 4 year terms to expire December 31,
<br />1984: Al Stefanson, 1810 Holton, Jerry Wallin, 1859 N. Snelling, Erma
<br />Olson, 1436 W. Larptenteur, and Mike Heffron, State Fairgrounds, and for
<br />2 year terms to expire December 31, 1982: Robert Blomberg, 1481 W. Hoyt,
<br />James Bourquin, 2129 W. Larpenteur, Harold Nilsen, 1794 Tatum, Don Mead,
<br />1863 Sheldon, and Mary Waldo, 2279 Folwell. Councilmember Larson moved,
<br />seconded by Councilmember Steele that the appointments be approved.
<br />Motion carried unanimously.
<br />Mayor Warkentien presented for Council's approval the following appoint-
<br />ments to the Human Rights Commission (3 year terms to expire December 31,
<br />1983): Cindy Gibson, 1324 Gibbs Ave., James Leslie, 1446 W. Iowa, Robert
<br />Yahnke, 1776 Simpson, and Ken and/or Doris Sackett, 1495 W. Larpenteur.
<br />Following a discussion Councilmember Eggert moved, seconded by Council-
<br />member Larson that Cindy Gibson, James Leslie and Ken and/or Doris Sackett
<br />(reappointment) be appointed for 3 year terms to expire on December 31,
<br />1983. Motion carried unanimously. '
<br />Councilmember Eggert moved, seconded by Mayor "Warkentien that Robert
<br />Yahnke be appointed for a 1 year term to expire on December 31, 1981.
<br />Motion carried unanimously.

<br />Mayor Warkentien presented for Council's approval the following appoint- RECREATION
<br />ments to the Recreation Advisory Committee: Don Brown, 2137 Folwell, ADVISORY
<br />Maxine Harkness, 1879 Tatum, and Rice' Chestovich, 1407 W. California. APPOINTMENT;
<br />` Councilmember Steele moved, seconded by Councilmember Eggert that the
<br />appointments be approved. Motion carried unanimously.
<br />Councilmember Larson informed Council that Howard Pipkorn, son of W. E.
<br />Pipkorn, homeowner at 1757 N. Hamline, had attended the January 5, 1981
<br />Planning Commission Meeting with a Conditional Use Request to construct
<br />a 20' x 42' garage on the property. Mr. Pipkorn had previously been
<br />granted a variance to construct a double garage 1~' to 2' from the lot
<br />line. The Planning Commission had recommended approval of the Conditional
<br />Use however, Councilmember Larson read a letter received from Planning
<br />Commission Member, Erma Olson, stating that she had further investigated
<br />the matter and felt that the Commission's decision may have been based
<br />on mis-information as one adjoining neighbor had not approved the over-
<br />size garage. During the ensuing discussion Council was informed that
<br />Mr. Pipkorn did not present the Conditional Use Request until late in
<br />the day on the date of the Planning Commission Meeting thus making it
<br />impossible for Planning Commission Members to investigate the matter.
<br />Councilmember Larson moved, seconded by Councilmember Eggert that the
<br />Conditional Use Request be denied. Motion carried unanimously.
<br />Mayor Warkentien presented to Council his proposal to cut-off agenda
<br />items on Friday prior to Council Meetings in order to give Council-
<br />members adequate time to deliberate agenda material. He also
<br />suggested that no action be taken on non-agenda items, but that they
<br />be deferred to the next meeting to alleviate making snap decisions.
<br />~~ Mayor Warkentein moved, seconded by Councilmember Larson that the
<br />proposed suggestions be adopted. Motion carried unanimously.
