MINUTES <br />REGULAR CITY COUNCIL MEETING ~- <br />JANAURY 28, 1981 " <br />PAGE 2 <br />reach any agreement on division of the property. After a discussion WALKWAY <br />Councilmember Eggert moved, seconded by Councilmember Brown, that the BETWEEN 1740 <br />City Attorney be directed to draft a letter to the four homeowners & 1746 HOLTON <br />abutting the walkway and inform them that if they cannot reach an agree- DISCUSSION <br />ment among themselves Council will convert the walkway into an alley, <br />have it surfaced, and assess the homeowners for the cost. Motion carried <br />unanimously. <br />Clerk Administrator Barnes informed Council that the Ramsey County NUISANCE <br />Deputy patrolling Falcon Heights, reported that there are some park ORDINANCE <br />problems which are not covered either by the Nuisance Ordinance 420 AMENDMENT <br />or the Park Ordinance ~~151 and had suggested that the City consider DEFERRED TO <br />adopting portions of the Ramsey County Open Space Management Ordinance. 2/11/81 <br />Mayor Warkentein moved, seconded by Councilmember Steele that the matter MEETING <br />be deferred until the February 11, 1981 meeting to allow the City Attorney <br />ample time to review all ordinances relating to the use and management <br />of parks and facilities in Falcon Heights and make suggestions. Motion <br />carried unanimously. <br />Clerk Administrator Barnes reported to Council that he has been in- POCKET <br />vestigating the possibility of purchasing pocket recorders and a RECORDER <br />transcriber to expedite work in the Office and Maintenance Department. DISCUSSION <br />A discussion followed regarding prices, uses for the equipment, <br />amount of time the equipment would be in use, and number of recorders <br />needed. The Clerk Administrator stated he preferred the Lanier equip- <br />ment and was directed by Council to contact the Lanier salesman to <br />determine if there would be any saving in cost if two recorders are <br />purchased at one time. If there is a savings the Clerk Administrator <br />could then poll Council by phone for a decision. <br />Clerk Administrator Barnes informed Council that he had attended the COMPREHENSIVE <br />Metro Council's meeting for reviewal of the Falcon Heights Comprehen- PLAN APPROVED <br />save Plan and that the Plan was approved. BY METRO <br />COUNCIL <br />Councilmember Larson`s Annual Report on the Planning Commission was PLANNING COMM. <br />noted. ANNUAL REPORZ <br />Councilmember Brown reported on the January 22, 1981 meeting between <br />the Ramsey County Sheriff and the Mayors of the seven contractual POLICING <br />cities and announced another meeting will be held in the near future DISCUSSION <br />(without the Sheriff) to consider the feasibility of a point powers <br />policing contract. Councilmember Brown also presented a sample print- <br />out of the Sheriff's Incident Reporting System, which reports will <br />be provided to the City in the future. A discussion followed regarding <br />the cost of the print-outs and the necessity of such information. <br />Mayor Warkentien inquired if Council would approve of his discussing <br />with Mayor Demos of Roseville, the possibility of that City providing <br />police protection to Falcon Heights and Council responded in the <br />affirmative. <br />In reply to a previous inquiry by Councilmember Eggert, the Clerk CITY NOT <br />Administrator informed that, according to the City's accountants, ELIGIBLE FOR <br />municipalities are not eligible for a "NOW" Account. "NOW" ACCT. <br />
