MINUTES <br />U <br />REGULAR CITY COUNCIL MEETING <br />MARCH 11, 1981 <br />PAGE 3 <br />Proposed legislation to make changes in the Presidential Primary was PRES. PRIMA? <br />noted. CHANGES NOTl <br />A thank you note from Councilmember Larson for flowers sent to her during THANK YOU <br />her recent hospitilization was noted. FROM SANDRA <br />CARSON <br />Clerk Administrator Barnes informed Council that the Recreation Advisory <br />Committee had meet March 10, 1981, and at that meeting, set up a proposed REPORT ON <br />summer recreation program and requested that the Clerk Administrator in- REC. COMM. <br />terview prospective recreation directors. <br />Clerk Administrator Barnes reported on data prepared by Representative PROPOSED <br />Ann Wynia on the proposed Admissions and Amusement Tax Bill, which is AMUSEMENT & <br />presently being revised by the Document Section. Representative Wynia ADMISSIONS <br />pointed out that the City of Minneapolis does have such a bill (along TAX BILL <br />with four other communities) and collects 3% from the University of <br />Minnesota for events held there. The Clerk Administrator requested <br />that Council advise him whether or not he should pursue the matter and <br />obtain sponsors for the bill. Following a discussion Councilmember <br />Eggert moved, seconded by Councilmember Larson, that the Clerk Admini- <br />strator be authorized to obtain sponsors for the proposed bill. Motion <br />carried unanimously. <br />Clerk Administrator Barnes informed that a letter has been received POSSIBLE <br />from Representative Walter Hansen advising that the House Tax Laws LEGISLATION <br />Division of Taxes Committee'~isholding hearings regarding the possibility TO CHANGE <br />~. off all State Aids being paid in the second half of the calendar year- LOCAL STATE <br />beginning in the year 1983 rather than 4 payments throughout the year. AID PAYMENT <br />Representative Hanson requests Council's input into the matter. Mayor SCHEDULE <br />Warkentien moved, seconded by Councilmember Larson, that the Clerk <br />Administrator be authorized to inform Representative Hanson that the <br />City of Falcon Heights is not in .favor of changing the payment schedule. <br />Motion carried unanimously. <br />The scheduled report by Attorney Allen regarding the Section 8 Rent SECTION 8 <br />Assistance Program was deferred until the March 25, 1981 meeting. REPORT DE- <br />FERRED <br />The December 31, 1980 Financial Statement, prepared by George M. Hansen <br />Co ., was deferred until the March 25, 1981 meeting. 12/31/80 <br />FINANCIAL <br />Councilmember Larson moved, seconded by Councilmember Eggert, to author- STATEMENT <br />ize payment of $5,300 to George M. Hansen Co. for the audit of the City DEFERRED <br />for the year ended December 31, 1980 (General Fund $2,900, Liquor Fund <br />$1,350, and Sewer Fund $1,050).. Motion carried unanimously. PAYMENT OF <br />AUDITOR <br />Clerk Administrator Barnes requested authorization to stop payment on APPROVED <br />Check X13592, issued to Oaks Hardware in the amount of $555.69 (which <br />was apparently lost in the mail) and issue a new check in its place. PAYMENT STOF <br />Motion carried unanimously. PED ON CHECk <br />#13592 <br />Councilmember Larson moved, seconded by Mayor Warkentien, that the meet- <br />ing be adjourned at 9:18 p.m. Motion carried unanimously. ADJOURNMENT <br />
