MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 11, 1981 <br />PAGE 2 <br /> <br />Attorney Allen reported that he and Clerk Administrator Barnes had attend- LAKE OVER- <br />ed the February 26, 1981 Hetro Council Physical Development Commission FLOW <br />meeting regarding the lake over flow problem and that Metro Council had DISCUSSION <br />adopted the Metro Staff Report recommending that the involved suburbs <br />share in the cost of treating storm water and stipulating that a permanent <br />solution be implemented within a 3 year period.,. He stated that Tom Newnome <br />was supportive of the suburbs and attempted to have the Staff Report tabled. <br />When that failed he presented an amendment to the report requiring that <br />a permanent solution be implemented within 1 year rather than 3 years. <br />That attempt also failed. <br />Clerk Administrator Barnes informed that he had attended a March 11, 1981 <br />meeting with the communities involved and that group is recommending that <br />all participate in a Joint Powers Agreement and serve an injunction against <br />Metro Council and the Waste Control Commission. The group discussed the <br />hiring of a legal firm to handle the matter and division of fees, such <br />fees to be based on the area draining into the lakes involved. During <br />Council's discussion it was brought out that Ramsey County also has an <br />obligation to share in the charges for storm water treatment, especially <br />in the Lake Como area. Engineer Lemberg stated he felt the groups's <br />position would be strengthened by the hiring of a hydrologist rather than <br />having an engineer from one of the communities. Council concurred. <br />Councilmember Eggert moved, seconded by Councilmember Larson that Falcon <br />Heights be included in the Joint Powers Commission for the purpose of <br />taking legal action against Metro Council and the Waste Control Commission <br />and that the Joint Powers Commission consider employing a hydrologist. <br />Motion carried unanimously. <br />Clerk Administrator Barnes explained that there are several street lights UNIVERSITY <br />out in the University Grove area due to the fact that Northwestern Bell GROVE STREE' <br />has replaced the telephone poles, which Northern States Power has been LIGHT REPAIi <br />utilizing for electric service. It will now be necessary for the electric TO BE <br />service to be moved to the new poles in order that the street lights may be ASSESSED TO <br />activated. Collins Electric has estimated the cost to be an amount not to RESIDENTS <br />exceed $565.00. Since the maintenance on the decorative lights in the Grove <br />is expensive,'and the homeowners made the decision to keep the lights rather <br />than have the City install uniform lights Council discussed assessing the residents. <br />Councilmember Eggert moved, seconded by Councilmember Larson, that Collins <br />Electric be requested to repair the electric service in the Grove area at <br />a cost not to exceed $565.00 and that the cost be assessed against the home- <br />owners in University Grove. Motion carried unanimously. <br />Mayor Warkentien moved, seconded by Councilmember Larson that James Bykowski, J. BYIt_OWSKI <br />1745 St. Marys, be appointed to the Recreation Advisory Committee. Motion APPOINTED Ti <br />carried unanimously. REC. COMM. <br />Clerk Administrator Barnes recommended to Council that the spring dump be SPRING DUMP <br />held either May 15 through May 24 or May 8 through May 17. Council- DATES 3/8/8_ <br />member Eggert moved, seconded by Councilmember Larson, that the dump dates THROUGH <br />be set for May 8 through May 17, 1981. Motion carried unanimously. 3/17/81 <br />Clerk Administrator Barnes reported on the February 26, 1981 Mayors Meet- MAYORS MEET- <br />ing for cities contracting with the Ramsey County Sheriff's Department. ING ON <br />The group is being organized to study policing services provided by the POLICING <br />Sheriff's Department. Mayor Warkentien will serve on the committee. <br />
