~, E:i <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 25, 1981 <br />PAGE 2 <br />A lengthy discussion ensued regarding the ~quali~y of work done in the 1981 SEAL- <br />past and how to assure acceptable sealcoating in the future. Council- COATING (cont <br />member Eggert moved, seconded by Mayor Waikentien, that the plans and <br />specificiations be approved and that any old aggregate left over after <br />the completion of the 1981 sealcoating be be di~.posed of. Upon a vote being <br />taken the following voted "aye": Mayor Waikentien, Councilmembers Brown, <br />Eggert and Larson, and the following voted against same: Councilmember <br />Steele. Motion carried. <br />Councilmember Eggert moved, seconded by Councilmember Larson, that the ADVERTISEMEN' <br />City advertise for bids for the :1981 sealcoating project, such bids to FOR BIDS <br />be opened April 22, 1981 at 2:00 p.m. Motion carried unanimously. AUTHORIZED <br />Councilmember Eggert moved, seconded by Councilmember Steele, to ROSELAWN <br />rescind the action of March 11, 1981 authorizing payment of $307.66 CHANGE ORDER <br />for 1/6 of the ,taper correction on Roselawn Ave., and to make no ACTION OF <br />payment toward the $408.81 for driveway corrections. Motion carried 3/11/81 <br />unanimously. RESCINDED <br />Councilmember Larson moved, seconded by Councilmember Eggert, that CHANGE ORDER <br />the Roselawn Change Order matter be deferred until Clerk Administrator DECISION <br />Barnes contacts the Roseville City Manager regarding that City's DEFERRED <br />decision on the payment. Motion carried unanimously. <br />Mayor Waikentien presented for Council's consideration Resolution 81-4 <br />regarding a proposed Amusement and Admissions Tax Bill for Falcon <br />Heights. After the discussion Councilmember Larson moved, seconded <br />by Councilmember Brown, that Resolution 81-4 be adopted. Upon a vote <br />being taken the following voted "aye": Councilmembers Steele, Brown, <br />Eggert and Larson, and the following voted "nay": Mayor Waikentien. <br />Motion carried. <br />RESOLUTION 81-4 RESOLUTION <br />81-4 <br />A RESOLUTION REQUESTING THE LEGISLATURE TO PASS AN <br />ENABLING LAW TO IMPOSE AN AMUSEMENT AND ADMISSION <br />TAX NOT TO EXCEID 3% WITHIN THE CITY OF FALCON HEIGHTS <br />Clerk Administrator Barnes explained that proposed Resolution 81-5 LAKE OVER- <br />could not be considered as the Roseville Council did not agree to FLOW UPDATE <br />participate in a joint legal action challenging Metro Council on <br />overflow charges, that City indicating a preference for the legal <br />firm which now represents Roseville. The other communities in- <br />volved have planned a meeting for further discussion. Mayor <br />Waikentien moved, seconded by Councilmember Brown, that Clerk <br />Administrator Barnes be authorized to attend such meetings and <br />state that the position of the City of Falcon Heights is to select <br />an attorney together with the other communities on a joint basis. <br />Motion carried unanimously. <br />Following Council's discussion of the George M. Hansen Co. Financial GEO. M. HANSf <br />Report for 1980, Mayor Waikentien moved, seconded by Councilmember CO. FINANCIAL <br />Larson, that all interest earned shall be retained in the General REPORT FOR <br />Fund. Motion carried unanimously. 1980 <br />
