MINUTES REGULAR CITY COUNCIL MEETING MARCH 25, 1981 PAGE 3 ~~ Councilmember Eggert informed Council he had attended ari informative con- CABLE TV ference on Cable TV franchising and public access. He also stated that ~ the North Suburban Cable TV Commission has nearly completed the "Request, for Proposal for Franchise". Councilmember Eggert, Council Liaison to the Human Rights Commission, informed that the Commission had met with David Olson, newly appointed Director of the Job Corps Center. Mr. Olson, who has spent the past 14 years organizing Job Corps Centers, has been hired by Talley Industries to organize the Center. At that meeting Mr. Olson informed the .Committee that he felt the community groups (Como-Falcon Heights Coalition and the Ad Hoc Committee) plus strong citizen concern has had a positive effect in making favorable arrangements with the Department of Labor. Councilmember Eggert stated he had contacted Representative Vento's Office and the he had been assured that the new law prohibiting housing assistance to non-resident alien students is in effect. Council dir- ected the Clerk Administrator to draft a letter to Vice President Bush requesting information as to why the law has not been implemented. Further discussion was deferred until the April 8, 1981 meeting in order that Attorney Allen could be in attendance for input. Mayor Warkentien informed Council that he had met with Clint Hewitt, University of Minnesota, regarding the possibility of purchasing University property on which to construct a new City Hall. Mr. Hewitt agreed to check into the matter and relay any information to the City. Councilmember Larson reported that she had done some research into the possibility of updating the present City Hall building and was of the opinion that it would be very costly. JOB CORPS UPDATE (HUMAN RIGHTS MEETING AT CENTER) SECTION 8 HOUSING PROPOSED CITY HALL UPDATE Councilmember Steele expressed concern that within 3 to 5 years, the LIQUOR STORE Municipal Liquor Store would be in financial trouble due to the impact made by the new MGM Liquor Store and suggested that the City Store be monitored carefully in order that the City is not caught with a failing business. It was also suggested that, perhaps, the City should attempt to be more competitive in pricing. Engineer Lemberg informed Council that the Metro Waste Control Commission has requested the City resubmit the modified sewer element of the Compre- hensive Plan to the Commission for review. In order to comply with the Commission's requirements Engineer Lemberg suggested that the existing map be updated to show all sanitary sewer systems that might be con- templated for the future. Mayor Warkentien moved, seconded by Council- member Eggert that Engineer Lemberg be authorized to update the map to show the necessary sanitary sewer lines in undeveloped portions of the City. Motion carried unanimously.
