MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 8, 1981 <br />PAGE 3 <br />f K <br />~ti <br />Engineer Lemberg reported that he had attended a meeting with the City LAKE OVER- <br />Engineers from the suburban communities involved in the lake overflow FLOW UPDATE <br />matter to determine a plan of action. All in attendance agreed that <br />the suburbs should not pay the cost of treating the lake overflow water. <br />At the invitation of the City of St. Paul, Engineer Lemberg also attended <br />a meeting on April 8, 1981 with the Suburban Engineers, St. Paul Engineers <br />and representatives of the Metro Waste Control Commission to further dis- <br />cuss the situation. <br />Mayor Warkentien reported that he had again met with Clint Hewitt of the <br />University of Minnesota regarding the possibility of the City purchasing <br />University land for a City Hall site. Mr. Hewitt agreed to present the <br />information to Vice-President of Finance Bohen for his consideration. <br />Councilmember Larson informed that she, Councilmember Steele, Clerk- <br />Administrator Barnes and Engineer Lemberg had met to discuss the possible <br />upgrading of, and addition to,the present City Hall property. Council- <br />member Steele stated that the group agreed unanimously that a feasibility <br />study is necessary before making any decision regarding renovation of the <br />present building or the construction of a new facility, and that Engineer <br />Lemberg indicated that his firm would be willing to do such a study at <br />a cost of $2,500 which amount would be deducte3 from the firm's fee on <br />the actual construction project. After a short discussion Councilmember <br />Steele moved, seconded by Councilmember Larson, that the City Engineer <br />be authorized to prepare a feasibility study to include renovation and <br />addition to the present property, plus a study on the construction of <br />a new facility (with no designated cost for the land), the fee of $2,500 <br />ultimately to be deducted from the final cost of the construction project. <br />Motion carried unanimously. <br />Clerk Administrator Barnes explained that the League of Minnesota Cities <br />has requested communities abject to the proposed Fire Relief Retirement <br />Benefit Bill. Councilmember Brown stated that the Fire Department had <br />discussed the matter and did not seem to be concerned as the bill would <br />not effect the Falcon Heights Fire Department. Council directed the <br />Clerk Administrator to notify the League of Minnesota Cities that <br />Falcon Heights does not approve of the proposed bill. <br />Mayor Warkentien presented for Council's approval the appointment of <br />John Labalestra, 1433 W. California, to the Planning Commission. <br />Following the discussion Councilmember Larson moved, seconded by <br />Councilmember Brown that John Labalestra be appointed to complete <br />the .remainder of the 4. year term of the seat left vacant due to the <br />resignation of Mike Heffron. Motion carried unanimously. <br />Clerk Administrator Barnes presented a letter from the ;Metropolitan <br />Transit Commission requesting a meeting with Council to discuss <br />proposed transit route changes (due to the fact that Chelsea Heights <br />School officials feel the present turnaround/layover endangers the <br />safety of the students). Fi.T.C. proposed-the possibility of extending <br />Route 12A and G and Route 4B buses to a new turnaround/layover as <br />follows: North on Hamline to Larpenteur, West on Larpenteur to Arona, <br />South on Arona to Idaho, West on Idaho to the East Service Road of <br />Snelling, North on the Service Road to Larpenteur, and East on <br />Larpenteur to Hamline.
