<br />1 <br /> <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIZ 8, 1981 <br />PAGE 2 <br />ORDINANCE #180 <br />AN ORDINANCE ADOPTING A CRIMINAL CODE FOR <br />THE CITY OF FALCON HEIGHTS AND REPEALING <br />ORDINANCES NOS. 20 AND 140 <br />In answer to Councilmember Steele's inquiry at the meeting of February <br />25, 1981 regarding the City's obligation to Metro Council on the Section <br />8 Housing Assistance Program, Attorney Allen stated that he is still of <br />the opinion that an elected governing body can be obligated to an appoint- <br />ed governing body. Council then discussed and corrected the proposed <br />letter to Vice-President Bush urging implementation of the law prohibiting <br />rent assistance to non-immigrant alien students and directed the Clerk <br />Administrator to re-draft the letter for Council's approval. <br />N .L' . <br />ORDINANCE <br />~~ 180 <br />SECTION 8 <br />HOUSING <br />Mayor Warkentien reported that he and Clerk Administrator Barnes had WALKWAY <br />met with T. A. Salminen, 1740 Holton, in attempt to resolve the. problem BETWEEN 1740 <br />of the walkway between 1740 and 1746 Holton running to Albert. Council & 1746 HOLTOP <br />again debated possible solutions such as vacating the alley, thus .leaving DISCUSSION <br />any distx'ibution of land to the adjoining property owners, or making the <br />walkway into a~public alley. Councilmember Larson was of the opinion that <br />the walkway should be surfaced and opened as an alley, in accordance with <br />Attorney Allen's letter of January 30, 1981 (which gave the property owners <br />30 days in which to reach an agreement among themselves or the property <br />would be opened up as an alley). The assessment of costs to property <br />owners and possible costs to the City, if an alley is constructed, <br />were discussed. Engineer Lemberg informed that there might be some <br />difficulty in surfacing the area as an alley due to the narrow width <br />of the walkway. Councilmember Larson moved, seconded by Councilmember <br />Eggert, that the City Engineer be authorized to prepare a cost estimate <br />for improving the walkway between 1740 and 1746 Holton running east- <br />ward to Albert. Upon a vote being taken the following voted in favor <br />thereof: Mayor Warkentien, Councilmembers Brown, Eggert and Larson, <br />and the following voted against same: None. Councilmember Steele abstain- <br />ed. Motion carried. <br />Councilmember Eggert requested that each Councilmember review the Cable CABLE TV <br />TV "Request for Proposal" document and make comments prior to the time <br />the "Request for Proposal" goes to the Public Hearing stage next month. <br />Councilmember Eggert moved, seconded by Councilmember Larson, that the <br />Falcon Heights City Attorney be authorized to review the "Request for <br />Proposal". Motion carried unanimously. <br />Councilmember Brown, Liaison to the Recreation Advisory Committee, GREG SPENCEk <br />reported that at the Committee's April 6, 1981 meeting, that group TO BE REC. <br />recommended that Greg Spencer be hired as the 1981 Summer Recreation DIRECTOR - <br />Director, and that Dan Wright be hired as Tennis Instructor. Council- DAN WRIGHT, <br />member Brown moved, seconded by Mayor Warkentien, that the Committee's TENNIS <br />recommendation be approved. Motion carried unanimously. INSTRUCTOR <br />Councilmember Larson informed Council that the proposed Amusement- AMUSEMENT- <br />Admissions Tax Bill (H.F. 1184 - S.F. 1072) should go to the Tax ADMISSIONS <br />Committee next creek. TAX BILL <br />
