1 MINUTES REGULAR CITY COUNCIL MEETING APRIZ 8, 1981 PAGE 2 ORDINANCE #180 AN ORDINANCE ADOPTING A CRIMINAL CODE FOR THE CITY OF FALCON HEIGHTS AND REPEALING ORDINANCES NOS. 20 AND 140 In answer to Councilmember Steele's inquiry at the meeting of February 25, 1981 regarding the City's obligation to Metro Council on the Section 8 Housing Assistance Program, Attorney Allen stated that he is still of the opinion that an elected governing body can be obligated to an appoint- ed governing body. Council then discussed and corrected the proposed letter to Vice-President Bush urging implementation of the law prohibiting rent assistance to non-immigrant alien students and directed the Clerk Administrator to re-draft the letter for Council's approval. N .L' . ORDINANCE ~~ 180 SECTION 8 HOUSING Mayor Warkentien reported that he and Clerk Administrator Barnes had WALKWAY met with T. A. Salminen, 1740 Holton, in attempt to resolve the. problem BETWEEN 1740 of the walkway between 1740 and 1746 Holton running to Albert. Council & 1746 HOLTOP again debated possible solutions such as vacating the alley, thus .leaving DISCUSSION any distx'ibution of land to the adjoining property owners, or making the walkway into a~public alley. Councilmember Larson was of the opinion that the walkway should be surfaced and opened as an alley, in accordance with Attorney Allen's letter of January 30, 1981 (which gave the property owners 30 days in which to reach an agreement among themselves or the property would be opened up as an alley). The assessment of costs to property owners and possible costs to the City, if an alley is constructed, were discussed. Engineer Lemberg informed that there might be some difficulty in surfacing the area as an alley due to the narrow width of the walkway. Councilmember Larson moved, seconded by Councilmember Eggert, that the City Engineer be authorized to prepare a cost estimate for improving the walkway between 1740 and 1746 Holton running east- ward to Albert. Upon a vote being taken the following voted in favor thereof: Mayor Warkentien, Councilmembers Brown, Eggert and Larson, and the following voted against same: None. Councilmember Steele abstain- ed. Motion carried. Councilmember Eggert requested that each Councilmember review the Cable CABLE TV TV "Request for Proposal" document and make comments prior to the time the "Request for Proposal" goes to the Public Hearing stage next month. Councilmember Eggert moved, seconded by Councilmember Larson, that the Falcon Heights City Attorney be authorized to review the "Request for Proposal". Motion carried unanimously. Councilmember Brown, Liaison to the Recreation Advisory Committee, GREG SPENCEk reported that at the Committee's April 6, 1981 meeting, that group TO BE REC. recommended that Greg Spencer be hired as the 1981 Summer Recreation DIRECTOR - Director, and that Dan Wright be hired as Tennis Instructor. Council- DAN WRIGHT, member Brown moved, seconded by Mayor Warkentien, that the Committee's TENNIS recommendation be approved. Motion carried unanimously. INSTRUCTOR Councilmember Larson informed Council that the proposed Amusement- AMUSEMENT- Admissions Tax Bill (H.F. 1184 - S.F. 1072) should go to the Tax ADMISSIONS Committee next creek. TAX BILL
