MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 22, 1981 <br />,. <br />A regular meeting of the Falcon Heights City Council was called to order <br />by Mayor Warkentien at 8:00 p.m. <br />Mayor Warkentien, Councilmembers Steele, Eggert and Larson. Also present PRESENT <br />were Clerk Administrator Barnes, Engineer Lemberg and Attorney Allen. <br />Councilmember Brown. ABSENT <br />New items added to the agenda are as follows: (1) Notice of accident, NEW BUSINESS <br />and (2) Walkway vacation. ADDED TO <br />AGENDA <br />Mayor Warkentien opened the Public Hearing of Use of Revenue Sharing <br />Funds at 8:00 p.m. Clerk Administrator Barnes recommended the amount HEARING ON <br />(approximately $25,000.00) be designated for policing as has been done USE OF <br />in the past. As there were no citizens wishing to be heard, Council REVENUE SHAR <br />discussed the matter after which Mayor Warkentien moved, seconded by ING FUNDS <br />Councilmember Larson, that the Revenue Sharing Funds be designated for <br />policing. Motion carried unanimously. <br />Mr. and Mrs. John Carnes, 1775 Snelling Ave., were in attendance to JOHN CARNES <br />present a conditional use request to construct a utility shed on their 1775 SNELLIN <br />property. Approval of the request was recommended by the Planning UTILITY SHID <br />Commission. Councilmember Steele moved, seconded by Councilmember APPROVID <br />Larson, that the request be granted. Motion carried unanimously. <br />Mayor Warkentien opened for discussion the matter of the proposed PROPOSID NEW <br />new City Hall. Clerk Administrator Barnes gave an update on his CITY HALL <br />activities, such as meeting with a representative of Towle Realty DISCUSSION <br />regarding possible purchase of a portion of the Rose Hill Nursery <br />property, and a meeting with Lowell Hargens of the Farmers Union <br />Grain Terminal Association regarding that organization's interest <br />in purchasing the present City Hall property. He informed that <br />GTA did have an appraiser c'neck the City property, but that the <br />firm's Board of Directors, will not meet until August and no further <br />information was available. GTA was informed that the City must have <br />a sale price at least equal to the amount needed to purchase a new <br />site. The Clerk Administrator and Helen Brooks of Towle Realty <br />discussed a possible purchase price of $1.75 per square foot for <br />the Rose Hill property. <br />Attorney Allen presented an "Invitation to Negotiate" which was <br />drafted for Council's consideration. He informed that it is not <br />necessary to advertise for any negotiations for sale of the property, <br />however, he recomended advertising as he felt it would be ad- <br />vantagageous to the City. Councilmembers Steele and Eggert both <br />were of the opinion that the matter should be opened to the <br />sidents of Falcon Heights before taking any further action. After <br />discussing the matter the Clerk Administrator was directed to <br />present a news release to the media explaining that Council is <br />considering the sale of the present City property and purchase of <br />another site for a new facility. <br />Clerk Administrator Barnes inquired as to whether or not City employ- LIABILITY <br />ees are covered under the City's liability insurance during work hours INSURANCE <br />INQUIRY <br />
