Motion carried unanimously. APPROVID F( <br />PUBLICATIO" <br />Clerk Administrator Barnes requested authorization to stop payment on lost <br />Check 41915 dated July 31, 1981 issued to Alan J. Rolek, and issue replace- STOP PAY- <br />ment Check 441932 in the amount of $419.89. Councilmember Steele moved, MENT ON <br />seconded by Councilmember Brown, that the request be granted. Motion LOST CHECK <br />carried unanimously. 461915 <br />APPROVID <br />Councilmember Brown presented for Council's consideration the appoint- <br />ment of Susan Kay Cook, 1473 W. Larpenteur, Falcon Heights, as a APPOINTMEN3 <br />volunteer firefighter. Councilmember Brown moved, seconded by Council- OF FIRE- <br />member Eggert that Susan Kay Cook be approved as volunteer firefighter FIGHTER <br />subject to the required physical and the one year probation period. SUSAN COOK <br />Motion carried unanimously. <br />Mayor Warkentien read a request from Flower City, 1553 W. Larpenteur, FLOWER CITY <br />to display merchandise outside during the State Fair. Councilmember DISPLAY <br />Steele moved, seconded by Mayor Warkentien, that the request be granted. DURING FAIR <br />with the~~usual restrictions as stipulated in previous years. Motion <br />carried unanimously. <br />Mayor Warkentien opened for discussion the proposed renovation of the <br />present City Hall versus construction of a new facility. For the benefit NEW OR <br />of those in attendance he reviewed past discussions and possible new RENOVATED <br />construction sites which had been considered. He informed that the CITY HALL <br />City's Engineering firm has prepared a feasibility study which indicates DISCUSSION <br />the cost of a new facility and the cost of renovation of the present <br />facility would be approximately the same. Mayor Warkentien explained <br />that the site being considered is a portion of the Rose Hill Nursery <br />property, which property has recently been sold to a developer and that <br />developer has indicated a willingness to sell a portion of the land to <br />the City.. He mentioned several advantages to constructing a new facility <br />such as, ease of access (one story building), adequate storage, parking, <br />large Council Chamber/Meeting Room, energy efficiency and adequate space <br />for fire and rescue. <br />_ _ <br />Janet Brown, 1887 Simpson,- inquired as to the purpose of a larger Council JANET BROi~TN <br />Chamber. Councilmember Eggert explained that the plan drawn up is strict- 1887 SIMPSO <br />ly a working plan for the purpose of discussion and to obtain an estimate <br />of cost. Councilmember Steele added that Council had thoroughly checked <br />into both renovation and new construction and had discussed the matter many <br />times. Councilmember Steele also stated that, as a Councilmember, he is not <br />concerned with or interested in more Council space but with a facility which <br />is necessary for the operation of the city government, emergency services, <br />citizen services, etc. and he was of the opinion that something must be done. <br />He stated he was convinced following the feasibility study that a new facility <br />would be the best, since the cost of the land would be a wash out if the pre- <br />sent building can be sold and another site purchased for an equivalent amount. <br />Janet Brown suggested that the feasibility study should have been done by <br />someone independent of the Bonestroo firm and Councilmember Eggert ex- <br />plained that Engineer Lemberg was requested to work on the study as he is <br />familiar with the present facility, the needs of the City, and has worked <br />on construction of other city facilities in the area. Councilmember Eggert <br />informed that he had an independent consultant review the feasibility study <br />and that consultant had come to approximately the same numbers. <br />
