MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 9, 1981 <br />PAGE 2 <br />Councilmember Larson moved, seconded by Mayor Warkentien, that the Assess- <br />ment Hearing on Sanitary Sewer Delinquent Charges be held October 7, 1981 <br />at 8:30 p.m. and that the Clerk Administrator be authorized to publish the <br />Notice of Hearing. Motion carried unanimously. <br />Clerk Administrator Barnes requested Council approve a salary increase <br />for Delrose Ewan, Municipal Liquor Store Employee (from 3.50 to $3.75 <br />per hour). Mayor Warkentien moved, seconded by Councilmember Eggert, <br />that the increase be approved. Motion carried unanimously. <br />Engineer Lemberg introduced Architect David A. Shea, Mechanical Engineer <br />Don Billing and Electrical Engineer Bob Voight, all of whom worked with <br />Engineer Lemberg on the study of the possible renovation of the Muni- <br />cipal Liquor Store. Mr. Voigt stated that he found the electrical system <br />in reasonably good condition, however, the building was short on receptacles <br />in some areas. Mr. Billing commented that both the heating and air con- <br />ditioning systems are not energy efficent.and recommended a roof top , <br />system for the front store area. He also suggested that the sprinkler <br />system should be extended to the first floor area. Mr. Shea then pre- <br />sented his drawings and plans for improvement of the interior and ex- <br />terior of the building, including the addition of a vestibule at the <br />main entrance to form a wind blocllc. The cost estimates for the proposed <br />projects were (1) Electrical $3,500 to $4,500, (2) Mechanical $30,000 <br />to $41,000 and (3) General and Architectural $105,00 0 to $130,000. <br />Following the presentations Council discussed the study. Councilmember <br />Eggert stated he would be in favor of the absolute necessities such as <br />a new roof, energy conservation, boiler and air conditioning if they are <br />energy inefficient, and, perhaps, the vestibule idea as an energy con- <br />servation measure. He also requested the Clerk Administrator inquire <br />as to whether or not additional sprinklers would lower insurance rates. <br />Mayor Warkentien inquired as to whether or not the building is structur- <br />ally sound enough to warrant all the proposed changes and was assured <br />by Mr. Shea that it is. Mayor Warkentien s"tated he was not sure the <br />stare has sufficient business to warrant such costly improvements. Council <br />agreed that the matter should be discussed further when all members are <br />present and that the discussion should be addressed to determining which <br />features are most important. <br />- Engineer Lemberg informed that his group would be happy to discuss the <br />matter further at a later date, if so desired, and that the presentation <br />made was to point out items that should have attention and to give an <br />idea of what is possible through renovation. <br />2~tayor Warkentien presented Resolution 81-12 providing for the City's parti- <br />cipation in the Metropolitan HRA Rehabilitation Home Improvement Loan <br />Program. Councilmember Eggert stated that he opposed the concept of the <br />program. Mayor Warkentien moved, seconded by Councilmember Larson, that <br />Resolution 81-12 be adopted. Upon a vote being taken the following voted <br />"aye": Mayor Warkentien and Councilmember Larson, and the following voted <br />against the same: Councilmember Eggert.
