MINUTES SPECIAL CITY COUNCIL MEETING NOVEMBER 19, 1981 PAGE 2 Anderson, 2003 Evergreen Court,be hared as rink attendants for the City Park at a salary of $3.35 per hour and that Greg Spencer (Summer Rec- reation Director) be hired as supervisor for all rinks at a salary of $3.80 per hour. Motion carried unanimously. Mayor Warkentien moved, seconded by Councilmember Larson, that Council ratify the decisions reached at the November 17, 1981 Council Workshop as follows: (1) approval of the site plan as presented at the October 24th Workshop, (2) approve the building plans (3) direct the Clerk Administrator to advertise for bids, the bid opening to be.held.on December 29, 1981 at 2:00 p.m., and (4) authorize the Engineer and Architect to proceed with plans and specifications and arrange for soil borings. Motion carried unanimously. ~, Mayor Warkentien moved, seconded by Councilmember Larson, that the Council Meeting scheduled for December 23, 1981 be cancelled and that a Specia~ Meeting b~ scheduled for 5:30 p.m. December 30, 1981. Motion Carrie unanimous y. Mayor Warkentien opened for discussion the proposed posting of "no parking anytime" signs on Fairview Avenue from Larpenteur to Roselawn as had been discussed at the November 4th meeting. At that time it was decided to postpone any decision until all Fairview residents could be notified and have input into the matter. The Clerk Admi- strator provided a list of l7 responses from the residents, the majority of which indicated they did not want the "no parking" signs posted. The following concerned residents were in attendance and wished to address Council: Harold Kurtz, 1805 Fairview, Carol Kraemer, 1707 Fairview, Irene MacGregor, 1795 Fairview, and Roger Schei, 1717 Fairview. >. a7' Mr. Kurtz stated he felt it would be a hardship for people who live on Fairview as there would not be ample parking for guests and that the park and ride parking problem was created by the bus company and not the residents. Councilmember Steele suggested that, perhaps, stipulating no parking 7:00 to 9:00 a.m. and 4:00 to 6:00 p.m. week days would alleviate the problem. Councilmember Brown questioned the need for any signing if the residents near the bus stop are not ccncerned. Carol Kraemer, who lives near the bus stop, stated they have had no problem with the parking or with bikers. She was of the opinion that the real need is for a semiphore at Fairview and Larpenteur. bir. Kurta stressed the fact that speed is excessive and a semaphore would only increase speed as cars will speed to reach a green light. He felt the speed limit should be lowered. Councilmember Steele stated t--.. Council has in the past requested Ramsey County to lower the sp~:~d limit and the County will not change the limit. Mrs. MacGregor said she did not believe the 40 mile per hour limit signs had been replaced following construction of the bike paths and that traffic seems to have speeded up since that time. Mr. Schei said he has witnessed a lot of accidents at the corner of Larpenteur and Fairview and that semaphores would be the answer and probably alleviate many accidents. Following the discussion Councilmember Larson moved, seconded by Councilmember Brown to leave Fairview as is and not to post "no parking" signs.
