MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />NOVEMBER 19, 1981 <br />PAGE 2 <br />Anderson, 2003 Evergreen Court,be hared as rink attendants for the City <br />Park at a salary of $3.35 per hour and that Greg Spencer (Summer Rec- <br />reation Director) be hired as supervisor for all rinks at a salary of <br />$3.80 per hour. Motion carried unanimously. <br />Mayor Warkentien moved, seconded by Councilmember Larson, that Council <br />ratify the decisions reached at the November 17, 1981 Council Workshop <br />as follows: (1) approval of the site plan as presented at the October <br />24th Workshop, (2) approve the building plans (3) direct the Clerk <br />Administrator to advertise for bids, the bid opening to be.held.on <br />December 29, 1981 at 2:00 p.m., and (4) authorize the Engineer and <br />Architect to proceed with plans and specifications and arrange for <br />soil borings. Motion carried unanimously. <br />~, <br /> <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the <br />Council Meeting scheduled for December 23, 1981 be cancelled and <br />that a Specia~ Meeting b~ scheduled for 5:30 p.m. December 30, 1981. <br />Motion Carrie unanimous y. <br />Mayor Warkentien opened for discussion the proposed posting of "no <br />parking anytime" signs on Fairview Avenue from Larpenteur to Roselawn <br />as had been discussed at the November 4th meeting. At that time it <br />was decided to postpone any decision until all Fairview residents <br />could be notified and have input into the matter. The Clerk Admi- <br />strator provided a list of l7 responses from the residents, the <br />majority of which indicated they did not want the "no parking" <br />signs posted. <br />The following concerned residents were in attendance and wished to <br />address Council: Harold Kurtz, 1805 Fairview, Carol Kraemer, 1707 <br />Fairview, Irene MacGregor, 1795 Fairview, and Roger Schei, 1717 <br />Fairview. <br />>. a7' <br />Mr. Kurtz stated he felt it would be a hardship for people who live <br />on Fairview as there would not be ample parking for guests and that <br />the park and ride parking problem was created by the bus company <br />and not the residents. Councilmember Steele suggested that, perhaps, <br />stipulating no parking 7:00 to 9:00 a.m. and 4:00 to 6:00 p.m. week <br />days would alleviate the problem. Councilmember Brown questioned <br />the need for any signing if the residents near the bus stop are not <br />ccncerned. Carol Kraemer, who lives near the bus stop, stated they <br />have had no problem with the parking or with bikers. She was of <br />the opinion that the real need is for a semiphore at Fairview and <br />Larpenteur. bir. Kurta stressed the fact that speed is excessive <br />and a semaphore would only increase speed as cars will speed to <br />reach a green light. He felt the speed limit should be lowered. <br />Councilmember Steele stated t--.. Council has in the past requested <br />Ramsey County to lower the sp~:~d limit and the County will not <br />change the limit. Mrs. MacGregor said she did not believe the <br />40 mile per hour limit signs had been replaced following construction <br />of the bike paths and that traffic seems to have speeded up since <br />that time. Mr. Schei said he has witnessed a lot of accidents at <br />the corner of Larpenteur and Fairview and that semaphores would be <br />the answer and probably alleviate many accidents.
