MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 9, 1981 <br />A regular meeting of the Falcon Heights City Council was called to order <br />at 7:30 p.m. by Mayor Warkentien. <br />Mayor Warkentien, Councilmembers Steele, Brown and Eggert. Also present <br />were Clerk Administrator Barnes, Attorney Swanson and Engineer Lemberg. <br />Councilmember Larson. <br />The only new item of business added to the agenda was authorization <br />to purchase a plant for Attorney Allen who is hospitalized. <br />Councilmember Eggert moved, seconded by Councilmember Brown, that the <br />Consent Agenda be approved as presented. General Corporate License ~~803 <br />Twin City Novelty Company (amusement machine at Embers) <br />9549 Penn Ave. S. <br />Bloomington, MN 55431 <br />Councilmember Brown moved, seconded by Councilmember Steele, that the <br />Minutes of November 19, 1981 be approved as presented. Upon a vote <br />being taken the following voted in favor thereof: Mayor Warkentien, <br />Councilmembers Steele and Brown, and the following voted against the <br />same: None. Councilmember Eggert abstained. Motion carried. <br />Mr. Harold Westin of Harold Westin and Associates, the Engineering and <br />Architectural firm developing plans for the townhouse/condominium project <br />proposed by American Shelter Corporation, presented the latest plans. <br />He explained the plan is to construct 1 story townhouses next to the <br />Falcon Woods area and 2 story townhouse units next to the homes on Tatum <br />with condominiums to the south. Both the Falcon Woods and Tatum areas <br />will have plantings and screening. He also addressed surface water run- <br />off, sewer, water and traffic and indicated the studies show there would <br />not be any adverse effect on the existing residences. He explained that <br />Jack Anderson, Traffic Engineer, determined that the same number of cars <br />would go through Falcon Woods and on Tatum as if the area is developed <br />R-1. Mr. Westin assured that they would attempt to arrange the street <br />plans in a manner acceptable to Council and the residents of the area <br />involved. <br />Following an inquiry from Councilmember Steele regarding the ponding <br />of storm water a discussion ensued. Concern was expressed regarding <br />the City's liability if storm water is standing in the ponding areas <br />and in the brook system shown on the plans.
