MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 27, 1982 <br />PAGE 2 <br />~~ <br />The review of negotiations with the State Fair was deferred until February FAIR REVIEW <br />10, 1982 in order that :Councilmember Ciernia may have input. DEFERRED <br />Engineer Lemberg introduced Engineer Glenn Cook who prepared the street <br />and storm sewer improvements report for the Northome area. Mr. Cook <br />explained in detail the type of improvements necessary in each section <br />of the Northome area and the estimated costs. The report is on file <br />in the Clerk Administrator's office for inspection by itnerested parties. <br />Council inquired as to whether or not there would be a savings if the <br />entire area is done as one project rather than one or two sections at <br />a time. Engineer Cook assured them that there would be a savings of <br />approximately 10% if the entire project is bid at one time. Following <br />a discussion regarding financing and the most opportune time for con- <br />struction, Mayor Warkentien moved, seconded by Councilmember Larson, <br />that Resolution 82-10 be adopted, and that the Clerk Administrator be <br />authorized to publish the hearing notice and prepare written notice to <br />the property owners involved. Motion carried unanimously. <br />RESOLUTION 82-10 <br />A RESOLUTION ORDERING A PUBLIC HEARING ON STREET <br />IMPROVEMENTS, CURB AND GUTTER, AND STORM SEWER IM- <br />PROVEMENTS IN THE AREA BOUNDED BY I,ARPENTEUR AVENUE <br />ON THE NORTH, HAMLINE AVENUE ON THE EAST, HOYT AVENUE <br />ON THE SOUTH AND SNELLING DRIVE ON THE WEST <br />As requested at the January 13, 1982 meeting, Engineer Cook presented <br />information on the conditions warranting the placement of .stop signs. <br />He was not of the opinion that conditions at California and Ablert <br />warrant the placement of signs. Councilmember Chestovich explained that <br />the intersection is a busy one and that it is a school bus stop for a <br />large number of children. She also ignured as to whether or not a <br />"yield" sign would be warranted if a "stop" sign is not. The Engineer <br />will do further research and provide more details at a future meeting. <br />Mayor Warkentien read a letter from Mrs. A. Clayton Zimmerman, 1463 <br />W. Larpenteur, protesting the $1.30 late penalty on her.4th Quarter, <br />1981 sewer charge. She stated she felt the penalty was unfair as <br />she has no previous record of late payments. Council discussed the <br />matter and agreed that the ordinances should be enforced and since <br />the sewer penalty is stipulated by ordinance Councilmember Larson <br />moved, seconded by Councilmember Chestovich, that the penalty not be <br />waived. Motion carried unanimously. <br />Mayor Warkentien presented for Council's consideration the following <br />salary increases for the part time employees at the Liquor Store: <br />George Barbos - $4.75 per hour, Paul Benoit - $3.50 per hour and <br />Delrose Ewan - $4.00 per hour. Councilmember Eggert was of the opinion <br />that the increases were not sufficient, however, after Clerk Administrator <br />Barnes explained that the salaries were recommended by the Liquor Store <br />Manager and that the employees were satisfied, Mayor Warkentien moved, <br />seconded by Councilmember Larson, that the salaries be approved as <br />presented with the stipulation that the Clerk Administrator contact <br />the employees and confirm their satisfaction.
