641 <br />MINUTES <br />REGULAR COUNCIL MEETING <br />MAY 26, 1982 <br />PAGE 2 <br />Barnes inquired as to whether Ordinance 69 could be amended and <br />Attorney Swanson advised that it could but he feels that a new <br />ordinance should be written as it would be a better way to accomplish <br />the best results. The Planning Commission is in the process of <br />rewriting the zoning ordinances. Councilmember Eggert feels that <br />a special ordinance should be adopted as expeditiously as possible. <br />Attorney Swanson was asked to prepare a draft ordinance, which will <br />be discussed at the next Council meeting. <br />Mayor Warkentien moved, seconded by Councilmember Chestovich, that <br />Resolution 82-19 be adopted as presented. Motion carried <br />unanimously. <br />RESOLUTION 82-19 <br />A RESOLUTION ON THE DEATH OF ROSEVILLE POLICE <br />OFFICER BRUCE RUSSELL <br />1 <br /> <br />The Clerk Administrator was asked to send a copy of this Resolution to <br />the warden of the prison in Leavenworth, Kansas. <br />Councilmember Larson wanted to know why the flag was not flown at half <br />mast in honor of police officer, Bruce Russell. Councilmember Ciernia <br />felt that we should check what the other cities are doing and follow <br />the same rules. Councilmember Larson pointed out that a flag can be <br />flown 24 hours a day. <br />Councilmember Ciernia requested that the Fire Department of Falcon <br />Heights receive a commendation since they donated their time when <br />they provided emergency medical assistance and assistance during the <br />search. Councilmember Ciernia made a motion, seconded by Council- <br />member Larson, that we recognize and appreciate the service that our <br />Fire Department provided on that date and this was service above and <br />beyond the call of duty in a difficult situation--this service being <br />donated by the Fire Department. Motion carried unanimously. <br />Clerk Administrator Barnes informed the Council that he has received a <br />number of requests for special parking permits. Councilmember <br />Chestovich pointed out that the University Grove Association initiated <br />the two hour parking mandate and, therefore, it should be referred <br />to them for a proposal to change the parking. Councilmember Eggert <br />stated that he felt no special permits should be issued in the mean- <br />time. <br />PARK DEDICATION <br />(continued) <br />RESOLUTION <br />42-19 <br />FIRE DEPARTMENT <br />COMMENDATION <br />PARKING PERMITS <br />UNIVERSITY GROVE <br />Clerk Administrator Barnes requested authorization for payment of PAYMENT AUTHOR- <br />police and fire payroll from the general fund due to the fact that IZATION FOR <br />the liquor sales have dropped. This is a temporary measure. Council- POLICE AND FIRE <br />member Larson moved, seconded by Mayor Warkentien, that the Clerk FROM GENERAL <br />Administrator be authorized to make these payments from the general FUND <br />fund.
