MINUTES <br />CITY COUNCIL MEETING/PUBLIC HEARING <br />AUGUST 4, 1982 <br />PAGE 2 <br />Robert Beck, 1776 Tatum, asked if the ponding areas would be set up <br />at this time since American Shelter is not going to build. Mayor <br />Warkentien advised that the last three public hearings were cancelled <br />because .American Shelter did not proceed due to financing. Engineer <br />Schunicht stated the ponding areas would not be built at this time but <br />when the land is developed. Until then, drainage would remain as it is <br />at present. <br />Hans Schirrmeister, 1779 Tatum, felt that if the water is drained from <br />the areas, he would be in -favor of the project as the area needs more <br />drainage. <br />Leonard Neilsen, 1831 Tatum, was concerned as to whether or not the <br />University can handle the water since the water will be ponded and <br />they will take the water out of the ponds at their discretion. <br />Engineer Schunicht advised that the water from the ponds will run <br />out at a slower rate but not at the discretion of the University. <br />The water will run out as soon as it runs into the ponds but will <br />be discharged at a slower capacity - 16 CFS or 8,000 gallons per <br />minute. <br />Councilmember Eggert asked if the capacity of the system is not large <br />enough to take all of the flow as it is generated, what is to prevent <br />the water in the ponds upstream from the City Hall from coming up the <br />catch basins that are further downstream and what would happen to the <br />City Hall site if the 16 CFS is fully utilized? Engineer Schunicht <br />advised that the system is designed to prevent that from happening <br />because of the pipe sizings and the ponds will not be constantly <br />emptying--probably only at a rate of two CFS. <br />Robert Lindahl, 1923 Summer, wanted clarification of the dischages <br />at 16 CFS and two CFS. Engineer Schunicht advised that there are two <br />CFS coming from the ponds on American Shelter, 10 CFS coming from the <br />City Hall site and another two or three CFS coming from Lindig. As <br />the water from the City Hall site passes through the system, then the <br />flow from the Lindig pond will increase. <br />Leonard Neilsen, 1831 Tatum, asked how many people will this actually <br />affect and Engineer Schunicht advised that the northern dividing line <br />is about five lots down from Roselawn. <br />Mark Ascerno, 1871 Tatum, asked two questions (1) without the storm <br />sewer system for the City Hall, can the City Hall site handle the water <br />that is generated off that site to which Engineer Schunicht answered <br />in the affirmative, and (2) would there be a reduction in the size of <br />the ponds recommended for the Hawkins/Hermes site with or without the <br />storm sewers. Engineer Schunicht advised that they would be the same <br />size as originally recommended. Mark Ascerno also asked what differ- <br />ence would occur with or without the storm sewer. Engineer Schunicht <br />replied that without the storm sewer, ponds would have to be dug to <br />provide an overflow down into the ground to discharge water, somewhat <br />similar to the Hewlett-Packard ponds. Maintenance provisions would <br />have to be developed to take care of it annually and to dig up the <br />ponds when they silt up and percolation is clogged.
