MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />AUGUST 4, 1982 <br />PAGE 3 <br />Walter Northrop, 1942 Summer, asked what citizens of Falcon Heights are <br />paying for what portion of the storm sewer costs. Mayor Warkentien <br />advised that 20 percent of the costs would be assessed and bonds would <br />be issued for the remaining 80 percent which would be paid with ad <br />valorem taxes. When the Rose Hill property is developed, that area would <br />also be assessed which would have the affect of reducing the amount of <br />taxes necessary to be levied to pay off the bonds. <br />Karen Northrup, 1942 Summer, asked for the cost of the Gortner connection <br />and sewer installation sixty feet north of the City Hall site as compared <br />to the cost of ponding for City Hall. Engineer Schunicht replied that the <br />cost of the connection to the University system up to 60 feet north of <br />the City Hall is $226,000, the storm sewer in the American Shelter site <br />is $84,000 and ponding figures are not available. Engineer Lemberg stated <br />that the ponding for City Hall is included in the City Hall costs. <br />Mayor Warkentien inquired as to whether or not he were correct in stating <br />that West Falcon Woods would not be affected by the storm sewer project <br />until the Rose Hill project is developed. Engineer Schunicht advised <br />that it would be a Council decision but they would recommend that the <br />whole area be assessed at the present time. Mayor Warkentien informed <br />that pipe is being laid at the City Hall site so at some future date <br />when a storm sewer might be installed, there would not be an additional <br />charge for tearing up the street and laying in the pipe. <br />Councilmember Chestovich asked if the temporary pond would be there <br />until connected and Engineer Schunicht replied in the affirmative. <br />Councilmember Ciernia inquired as to the size of the City Hall pond <br />and Engineer Schunicht advised it would take up most of the green <br />area in the City Hall site. Councilmember Ciernia then asked the <br />Engineer if there were any alternatives for draining the City Hall <br />and he was informed of the following options: (1) build a pond <br />which will take up the green area in front of City Hall, (2) the <br />water could run over the University property as it does no~z (the <br />University has indicated they do not want the City Hall run-off <br />to come on their property), or (3) install a storm sewer. Engineer <br />Schunicht also advised that Hewlett-Packard would like to eliminate <br />their ponding area and are in favor of the storm sewer. Council- <br />member Ciernia stated that during the hearings on the American Shelter <br />development the ponds were an architectural feature as well as a <br />drainage feature and there would have to be some way to slow the <br />percolation to keep the ponds filled. If the were to be <br />drained through the sewer system, the ponds would be empty most of the <br />time. Engineer Schunicht advised that the ponds could be seeded rather <br />than a gravel base such as Hewlett-Packard now has. <br />Councilmember Eggert inquired as to whether or not the drainage that <br />runs across the University .plot lands would increase due to-the place- <br />ment of City Hall. Engineer Schunicht stated that a comparison would <br />have to be made between the location of the City Hall site and the <br />previous greenhouse which was located on the property.
