Motion carried APPROVED <br />unanimously. <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the "NO PARKING" <br />following streets be posted "no parking" during the State Fair: TO BE POSTED <br />DURING STATE <br />1. All the Northome Addition, water side, FAIR <br />2. All the Hollywood Court including the alley, <br />3. St. Marys, Fry, Maple Knoll Drive and Garden Avenue west of <br />Snelling, water side, <br />4. Fairview Avenue, 1,300 feet north of Larpenteur Avenue on <br />both sides, <br />5. North of Larpenteur, between Snelling and Hamline, running <br />to Garden, water side, <br />6. Tatum, 1,300 feet north of Larpentuer, <br />7. Lindig Street on water side, including cul-de-sac, and <br />8. Larpenteur Avenue from Snelling to Cleveland. <br />1 <br /> <br />Upon a vote being taken, the motion carried unanimously. <br />The Ramsey County Sheriff's 1983 Agreement for Law Enforcement was dis- 1983 POLICING <br />cussed. Councilmember Eggert moved, seconded by Councilmember Larson, CONTRACT <br />that the 1983 Agreement for Law Enforcement be approved. Motion carried APPROVED <br />unanimously. <br />Councilmember Eggert informed the Council that W. B. Jones, 1642 Maple <br />Knoll, received a notice to remove a diseased elm tree by August 7, 1982. <br />Mr. Jones explained to Council that he had used a metal detector to <br />locate his lot line and found that the tree is exactly in the middle <br />of the lot line. Therefore., he did not feel he should bear the entire <br />cost of removal. Councilmember Eggert moved, seconded by Councilmember <br />Larson, that the deadline for the diseased elm tree be delayed one week <br />beyond the next Council meeting-that Clerk Administrator Barnes <br />investigate the matter further. Motion carried unanimously. <br />Councilmember Larson moved, seconded by Mayor Warkentien, that the <br />Clerk Administrator, City Staff and Planning Commission be directed <br />to cease processing any requests submitted by the American Shelter <br />Corporation on or behalf of the American Shelter Corporation until <br />the following two conditions are met: (1) All bills owed the City <br />for work to date are paid or an acceptable payment plan is negotiated, <br />and (2) American Shelter can prove it has title to the land in question <br />or has written authority from the owner of the land to proceed. Further, <br />the processing of any future requests for American Shelter Corporation <br />will not be undertaken until all anticipated City costs are escrowed <br />or paid in advance. Motion carried unanimously. <br />W. B.
