MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />AUGUST 4, 1982 <br />PAGE 8 <br />A letter dated July 29, 1982 from Thomas J. Falvey, Chief Deputy of <br />the Ramsey County Sheriff's Office, was noted. The letter stated that <br />the Sheriff's Department does not forsee an incident where they would <br />request a fire department to hose large crowds as a form of crowd <br />control. Councilmember Larson moved, seconded by Mayor Warkentien, <br />that the Clerk Administrator be authorized to write a letter to the <br />Sheriff's Department clarifying the City's position. Motion carried <br />unanimously. <br />Councilmember Larson presented for Council's consideration guidelines she NEWSLETTER <br />has developed for the Council newsletter. She felt that more information GUIDELINES <br />should be provided when listing ordinances and that awards given to specific <br />individuals should not be included in the newsletter as this is not the <br />purpose of the newsletter. Councilmember Larson was of the opinion that <br />none of the Councilmembers' names should appear on the newsletter if the <br />newsletter does not have Bch member's approval. Following a discussion, <br />the matter was deferred to a later date for further consideration. <br />Councilmember Ciernia reported that the ice cream social held July 29, <br />1982 at the Community Park was a success, and commended those who <br />participated in the preparation and serving at the event. <br />LJ <br /> <br />The Second Quarter 1982 Prosecuting Attorney's Report was noted. <br />Clerk Administrator Barnes informed that he had met with the City <br />Prosecutors and was advised by them that some offenses such as <br />driving while intoxicated are now considered gross misdemeanors and <br />will be prosecuted by the municipality and not the district. There- <br />fore the cost of prosecuting in these types of cases will be sub- <br />stantial. The Prosecuting Attorneys informed Mr. Barnes that their <br />fees for these cases will be $50.00 per hour. <br />Councilmember Ciernia informed that he had researched the subject <br />of establishing escrow funds by developers for costs incurred by the <br />City. The present City Zoning Ordinance 464 does not specifically <br />establish a procedure for paying fees or setting up an escrow account; <br />however, in the proposed new zoning ordinance, a procedure is estab- <br />lished on how fees should be paid into an escrow account to be set <br />up in advance. Councilmember Ciernia had discussed the matter with <br />Attorney Swanson who indicated the present zoning ordinance could <br />be amended to provide for this. Councilmember Ciernia was of the <br />opinion that such an amendment should be adopted. Council approved the letters for mailing. <br />Councilmember Eggert moved, seconded by Mayor Warkentien, that <br />Councilmember Chestovich be designated as a temporary alternate <br />delegate to the North Suburban Cable Commission.
