Idaho, stated he had sent a letter to Clerk <br />Administrator Barnes regarding the assessment notice and had received <br />a reply. He explained that when he purchased the home in July, he <br />had a title opinion done and the opinion showed a $500 assessment <br />against the property; however, when the realtor contacted the City <br />Office he was advised that there was no pending assessment. There- <br />for he was disturbed when he received an assessment notice showing he <br />owes ~51t0.00. Clerk Administrator Barnes explained that at the time <br />Mr. Byers purchased the property there was not a pending assessment as <br />it had not been certified to the County. Mr. Byers felt the seller should <br />have been responsible for the assessment to which Mayor Warkentien replied <br />that it was a legal question. Council advised Mr. Byers to contact the <br />attorney who did the title opinion. <br />Charles Ready, 1359 W. Iowa, asked for information on state aid require- <br />ments in regard to street construction. Engineer Lemberg advised that <br />the minimum footage is 32 feet, it must be a nine ton street, have curb <br />and butter and follow standard highway design. Due t o the fact that Albert <br />will be a 32 foot street, no parking will be allowed on either side. Mr. <br />Ready asked what Council planned to do to prevent through traffic in <br />a residential neighborhood and Mayor Warkentien reminded him that this <br />was an assessment hearing and that the question was out-of-order. He <br />suggested Mr. Ready have the item on a future agenda. <br />Lu Marshall, 1391 W. Iowa, asked why the assessment was only within the <br />area east of Arona and west of Hamline and not the entire Northome area <br />to which Clerk Administrator Barnes replied that west of Arona there are <br />no alleys which would connect to Pascal and Albert and the only properties <br />benefitting were assessed. Mrs. Marshall stated that if residents did not <br />have alleys they would use the streets even more. Engineer Lemberg replied <br />that traffic checks show that the residents to the west of Arona use <br />Arona. <br />Betty Ernst, 1t~67 W. Iowa, asked if the people between Snelling and Arona <br />paid for the Arona street improvements to which Clerk Administrator Barnes <br />replied that the residents of that area paid for the storm sewer only. <br />She then asked what determined the assessment area as she felt the entire <br />Northome area should be assessed. Mrs. Ernst said the area between Snelling <br />and Arona did not participate in the street improvement fully to which <br />Clerk Administrator Barnes replied that the present project is being <br />handled in a similar manner as state aid funds are paying for a portion <br />of Albert. Mrs. Ernst said she agreed with Mrs. Marshall. <br />Dave Anderson, 1512 W. Idaho, stated that the people who are on the west <br />side of Arona did not pay the assessment - only those on the east as he <br />recalled talking to a neighbor who did not have an assessment. He <br />questioned the fact that his notice gave the cost of the project as <br />$230,000 when an earlier projection was that the estimate for doing <br />l~lbert and Pascal would be X80,000 and X85,000 and there was to be no <br />storm sewer.
