Idaho, stated he had sent a letter to Clerk Administrator Barnes regarding the assessment notice and had received a reply. He explained that when he purchased the home in July, he had a title opinion done and the opinion showed a $500 assessment against the property; however, when the realtor contacted the City Office he was advised that there was no pending assessment. There- for he was disturbed when he received an assessment notice showing he owes ~51t0.00. Clerk Administrator Barnes explained that at the time Mr. Byers purchased the property there was not a pending assessment as it had not been certified to the County. Mr. Byers felt the seller should have been responsible for the assessment to which Mayor Warkentien replied that it was a legal question. Council advised Mr. Byers to contact the attorney who did the title opinion. Charles Ready, 1359 W. Iowa, asked for information on state aid require- ments in regard to street construction. Engineer Lemberg advised that the minimum footage is 32 feet, it must be a nine ton street, have curb and butter and follow standard highway design. Due t o the fact that Albert will be a 32 foot street, no parking will be allowed on either side. Mr. Ready asked what Council planned to do to prevent through traffic in a residential neighborhood and Mayor Warkentien reminded him that this was an assessment hearing and that the question was out-of-order. He suggested Mr. Ready have the item on a future agenda. Lu Marshall, 1391 W. Iowa, asked why the assessment was only within the area east of Arona and west of Hamline and not the entire Northome area to which Clerk Administrator Barnes replied that west of Arona there are no alleys which would connect to Pascal and Albert and the only properties benefitting were assessed. Mrs. Marshall stated that if residents did not have alleys they would use the streets even more. Engineer Lemberg replied that traffic checks show that the residents to the west of Arona use Arona. Betty Ernst, 1t~67 W. Iowa, asked if the people between Snelling and Arona paid for the Arona street improvements to which Clerk Administrator Barnes replied that the residents of that area paid for the storm sewer only. She then asked what determined the assessment area as she felt the entire Northome area should be assessed. Mrs. Ernst said the area between Snelling and Arona did not participate in the street improvement fully to which Clerk Administrator Barnes replied that the present project is being handled in a similar manner as state aid funds are paying for a portion of Albert. Mrs. Ernst said she agreed with Mrs. Marshall. Dave Anderson, 1512 W. Idaho, stated that the people who are on the west side of Arona did not pay the assessment - only those on the east as he recalled talking to a neighbor who did not have an assessment. He questioned the fact that his notice gave the cost of the project as $230,000 when an earlier projection was that the estimate for doing l~lbert and Pascal would be X80,000 and X85,000 and there was to be no storm sewer.
