MINUTES SPECIAL CITY DECEMBER 15, PAGE 5 COUNCIL MEETING 19 8a9. the following funds be used to cover the additional cost: $30,000 from the bond 'issue, $28,461 from excess in the Shade Tree Account and $11,539 from the Contingency Fund. Mayor Warkentien moved, seconded by Council- member Ciernia, that the $70,000 needed be taken from the funds recommend- ed. Attorney Swanson recommended that payment be deferred until he attempts to have the amount reduced. Mayor Warkentien withdrew his motion and Council- member Ciernia withdrew his second. The fitters dated November 30 and December 15, 1982 from Allen Lovejoy, St. Paul City Planning, regarding watershed boundaries were noted. LJ 1 The November 9, 1982 letter from the City of Shoreview regarding noise control was noted. The Clerk Administrator was directed to obtain copies of noise ordinances from the other communities contracting with the Ramsey County Sheriff's Department for discussion at a future meeting. Ramsey County Resolution 82-852, establishing the Minnesota State Fair- grounds as a separate voting precinct was noted. Attorney Swanson advised that the City will not have the authority to issue licenses for the Fairgrounds as has been done in the past due to the law making the grounds a separate entity. Councilmember Ciernia inquired if the Fair- grounds residents would be eligible to vote in Municipal Elections and Attorney Swanson advised that they were not. Councilmember Ciernia requested that Attorney Swanson draft a letter to this effect and f~-r- ward it to Mike Heffron of the State Fairgrounds and that the Fair- grounds also be advised that problems may arise in future School Board Elections. PAUL CITY PLANNING NOTED SHOREVIEW LETTER RE: NOISE CONTOL NOTED RAMSEY COUNTY RESOLUTION Fair- 82-852 NOTED ATTORNEY TO ADVISE FAIR- GROUNDS RE: LICENSING & VOTING Councilmember Chestovich moved, seconded by Councilmember Eggert, that the Falcon Heights Elementary School picture be framed at a cost not to exceed $100.00. Upon a vote being taken the following voted in favor thereof: Councilmembers Chestovich, Eggert and Ciernia, and the follow- ing voted against the same: Mayor Warkentien. Motion carried. The 911 Emergency Program Officer will be invited to a future Council meeting to present a slide presentation on the 911 operation. The Prosecuting Attorney proposal for 1983 was deferred until the meeting of January 5, 1983. The local improvement assessment policy discussion was deferred to the second meeting in January, 1983.
