Mayor Warkentien moved, seconded by Council- <br />member Ciernia, that the $70,000 needed be taken from the funds recommend- <br />ed. Attorney Swanson recommended that payment be deferred until he attempts <br />to have the amount reduced. Mayor Warkentien withdrew his motion and Council- <br />member Ciernia withdrew his second. <br />The fitters dated November 30 and December 15, 1982 from Allen Lovejoy, <br />St. Paul City Planning, regarding watershed boundaries were noted. <br />LJ <br />1 <br />The November 9, 1982 letter from the City of Shoreview regarding noise <br />control was noted. The Clerk Administrator was directed to obtain copies <br />of noise ordinances from the other communities contracting with the Ramsey <br />County Sheriff's Department for discussion at a future meeting. <br />Ramsey County Resolution 82-852, establishing the Minnesota State Fair- <br />grounds as a separate voting precinct was noted. Attorney Swanson <br />advised that the City will not have the authority to issue licenses for <br />the Fairgrounds as has been done in the past due to the law making the <br />grounds a separate entity. Councilmember Ciernia inquired if the Fair- <br />grounds residents would be eligible to vote in Municipal Elections and <br />Attorney Swanson advised that they were not. Councilmember Ciernia <br />requested that Attorney Swanson draft a letter to this effect and f~-r- <br />ward it to Mike Heffron of the State Fairgrounds and that the Fair- <br />grounds also be advised that problems may arise in future School Board <br />Elections. <br />CONDEMNATION <br />(cont.) <br />LETTERS FROM <br />ST. Upon a vote being taken the following voted in favor <br />thereof: Councilmembers Chestovich, Eggert and Ciernia, and the follow- <br />ing voted against the same: Mayor Warkentien. Motion carried. <br />The 911 Emergency Program Officer will be invited to a future Council <br />meeting to present a slide presentation on the 911 operation. <br />The Prosecuting Attorney proposal for 1983 was deferred until the meeting <br />of January 5, 1983. <br />The local improvement assessment policy discussion was deferred to the <br />second meeting in January, 1983. <br />F.H.
