The matter was deferred to a later <br />meeting and the Clerk Administrator was directed to ask Dr. French to <br />attend a Council meeting to discuss the situation. <br />Mayor ~rtarkentien moved, seconded by Councilmember Chestovich, that Paul <br />Nelson, 1865 Holton, be appointed to serve on the Recreation Committee. <br />Motion carried unanimously. <br />Mayor Warkentien inf ormed Council that Maxine Harkness and John Duncan <br />were resigning from the Recreation Committee. Councilmember Eggert moved, <br />seconded by Councilmember Chestovich, that the resignations be approved <br />and that a letter of appreciation be sent to each. i~iotion carried <br />unanimously. <br />Rosemary Swingle, 1898 Pascal, was in attendance to reauest that Council <br />dismiss a parking ticket issued to her son for leaving his car on the <br />street by her home for over ~.8 hours. Ms. Swingle stated that had she <br />been aware of the ordinance, she would have moved the car and felt that <br />in view of this, a warning ticket should have been issued. Also in <br />attendance was Len Osterman, 1386 till. California, who had received a <br />ticket for barking over !~8 hours which he felt should be excused as he <br />was a new resident of the City and was unaware of the ordinance. Attorney <br />Van de North explained that, legally, ignorance of the law is no excuse <br />but that Council may, if they desire, recommend dismissal of the charge. <br />After a lengthy discussion, Councilmember Larson moved, seconded by <br />Councilmember Eggert, that the Court be asked to excuse both tickets. <br />P~iotion carried unanimously. <br />Councilmember Ciernia moved, seconded by Councilmember Chestovich that <br />in enf orcing the Lt8 hour parking ordinance, the Deputies be instructed <br />to (if at all convenient) notify and warn the owners of such vehicles <br />before issuing citations. <br />Frank Parazino, 2190 Folwell, representing himself and two other <br />residents at that address, {all of whom are school bus drivers) <br />addressed Council regarding the problems they have had regarding the <br />parking of the buses on the City streets. Attorney Van de Iv'orth ex- <br />plained that Ordinance X170, Section 5(b), Subd. 1 prohibits parking <br />of buses except to load and unload, not to exceed 90 minutes. Council <br />recommended that ;vlr. Parazino contact the University of Minnesota to <br />see if it would be possible to obtain permission to park on the vacant <br />land ovrned by the University. <br />Mayor til'arkentien presented a letter from Engineer Glenn Cook requesting <br />that Council pass a resolution approving an agreement which would allow <br />the Minnesota Department of Transportation to act as tre City's agent in <br />projects which are funded with Federal money. In view of the fact that <br />Council does not agree with the Department's present plans for upgrading <br />Snelling Avenue, Councilmember Eggert moved, seconded by Councilmember <br />Larson, that the request be rejected and that the G1erk Administrator <br />be directed to notify the Department of Transportation that the City will <br />not pass such a resolution until the final plans for Snelling Avenue have <br />been reviewed. Motion carried unanimously. <br />
