Motion carried unanimously. <br />DAVID EKERN, <br />Councilmember Chestovich moved, seconded by CounciL*nember Larson, that 1!~la2 W. IOWA, <br />David Ekern, 1?~la2 W. Iowa, be appointed to the Park and Recreation APPOINTED TO <br />Committee as recommended by the Park and Recreation Committee. Motion PARK & REC. <br />carried unanimously. <br />P. FITZGERALD <br />Councilmember Chestovich moved, seconded by Councilmember Eggert, that 11~3~ W. IOWA <br />Patrick Fitzgerald, 11~31~ W. Iowa, be appointed to serve on the "Chemical APPOINTED TO <br />People Pro ject'~ . Motion carried unanimously. CHr`~IICAL <br />PEOPLE P~ JEC T <br />Following a discussion of the Animal Control Contract for 1983, Council- 1983 ANIi~1AL <br />member Eggert moved, seconded by Mayor Warkentien, that the 1983 contract CONTROL <br />with Municipal and Private Services be approved with the stipulation that CONTRACT <br />the animals are licensed by the City and that the pet owner be charged APPROVED <br />the full amount for impounding and boarding prior to release. Motion <br />carried unanimously. <br />Discussion of a Communications System for the Maintenance Department MAINTENANCE <br />was deferred until the riarch 23, 1983 meeting due to the fact that COMMUNICATIONS <br />all bids had not been received. SYSTEM <br />DEFERRED <br />Councilmember Chestovi.ch requested that Council consider changing the <br />Park and Recreation Committee to a Commission to maintain continuity PARK & REC. <br />since the other advisory bodies are Commissions. Following the dis- COT~IITTE~; TO <br />cussion, Councilmember Chestovich moved, seconded by Councilmember BE ESTABLISHED <br />Larson, that the City Attorney be authorized to draft an ordinance AS A COMMIS- <br />establishing a Park and Recreation Commission and that the terms SION <br />of membership be the same as those for the other City Commissions. <br />Motion carried unanimously. <br />Council noted the Statement of Composition and Duties of the Park <br />and recreation Committee. <br />Clerk Administrator Barnes inquired as to whether or not Council wished LAW PROHIBIT- <br />to pursue the possibility of changing the 1982 amendment regarding sales IIJG SALE OF <br />of liquor within one half mile of the Fairgrounds. He felt that it LIQUOR ~rJITHIN <br />would be wise to have the law amended to read within one half mile of ONE-HALF MILE <br />the Fairgrounds within Cities of the First Class, which would eliminate OF FAI&GROUIJDS <br />Falcon Heights. Council discussed Assistant Attorney General Harbison's DISCUSSED <br />opinion dated November 16, 1982 stating that the law should not cause <br />any problems for establishments selling liquor in Falcon Heights. <br />Attorney Van de North was directed to contact the Attorney General's <br />office to clarify the letter as that letter seems to refer only to <br />the City Municipal Liquor Store and does not address the sale of <br />liquor in other establishments. <br />DEVELOPMENT <br />The discussion of the proposed development agreement was deferred to AGREEMENT <br />the March 23, 1983 meetir~• DEFEruII:D <br />
