<br />MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />SEPTEMBER 7, 1983 <br />PAGE 2 <br />After further discussion, Councilm~r-ber Ciernia moved, seconded by Mayor <br />Warkentien, that Mr. Jones be permitted to purchase and plant a tree of his <br />choice and the City will reimburse him for $100.00 of the cost. Motion <br />carried unanimously. Mayor Warkentien assured that homeowners will be <br />notified when boulevard trees are to be removed. <br />Councilmember Larson moved, seconded by Mayor Warkentien, that Check <br />#15210 in the amount of $12.00, dated November !~, 1982, be cancelled. <br />Motion carried unanimously. <br />Mayor Warkentien opened the Public Hearing on Assessments for Improve- <br />ments in Falcon Woods 2 and 3 and Adjacent Benefited Properties at 7:30 <br />P.M. and presented the Affidavit of Publication, Affidavit of Posting <br />and Certificate of Mailing. <br />Engineer Schunicht distributed information on the assessments, <br />explained the improvements to the benef fitted properties, the costs <br />involved in the improvements and the appeal process. <br />Carolyn Gay, 1930 Summer, asked what the interest rate on the assessment <br />would be and Mayor Warkentien replied it had not as yet been decided. <br />Clerk Administrator Barnes recommended nine percent. <br />Louise Rosendahl, 1953 Summer, asked how much her assessment would be <br />and was informed it would be $676.51. <br />George Plant, 1861 Moore, asked what his assessment would be and was <br />informed it would be $66..85. <br />Don Hamilton, Hewlett Packard, asked for clarification of the written <br />notice of appeal and Attorney Van de North advised that the written <br />appeal preserves the right to appeal the assessment. Mr. Hamilton <br />then presented a letter from Hewlett-Packard requesting that the City <br />consider deferring their assessment. <br />Councilmember Eggert stated he felt that a previous commitment had <br />been made to Hewlett-Packard to pay some of the costs incurred in the <br />project and this would need to be a consideration. Clerk Administrator <br />Barnes stated that when the tax increment financing was first discussed, <br />Hewlett-Packard was planning to participate in the ponding, but, later <br />asked to be excluded. Councilmember Ciernia was of the opinion that <br />a decision on the request should be def erred until the City is sure <br />of tdze amount of money to be generated and what projects need to be <br />considered. Mr. Hamilton said he would like to see the City include <br />Hewlett-Packard in some of the benefits from the tax increment <br />financing. Councilmember Eggert commented on the fact that the City <br />had requested that Hewlett-Packard divide their property so the City <br />could take maximum benefit of the tax increment financing and that <br />$50,000 to $70,000 additional monies would be received from the <br />financing plan if Hewlett Packard expands. He felt Hewlett Packard <br />should benefit in some fashion.
