Mayor k'arkentien opened the Public Hearing on the University <br />Grove Street Light Repair Assessment and presented the Affidavit of <br />Publication, Affidavit of Posting and Certificate of Mailing. There <br />being no one present who wished to be heard, the Public Hearing was <br />closed at 9:32 P.M. Councilmember Eggert moved, seconded by Council- <br />member Chestovich, that Resolution 83-33 be adopted. Motion carried <br />unanimously. <br />RESOLUTION 83-33 <br />A RESOLUTION ADOPTING THE ASSESSMENT ROLL FOR <br />STREET LIGHT REPAIRS IN AUDITOR'S SUBDIVISIONS <br />71 AND 90 IN THE A1~UNT OF $1,037.3. <br />1 <br />L' <br />Council reviewed a letter dated August 29, 1983 from Employee Benefit <br />Administration CQ. requesting installation of a cage or anti-fall <br />device on the hose tower in the Fire Department. A letter dated <br />September 7, 1983 from Engineer Lemberg indicated that he had dis- <br />cussed the matter with Mr. Wertz of EBA who was not aware that the <br />tower is used as a training tower. Mr. Lemberg. stated that the <br />existing ladder and plans were approved by the State, however, there <br />is a saf ety unit that can be installed if deemed necessary. Council <br />deferred the matter until the meeting of September 28th to allow the <br />Fire Chief an opportunity to review the Engineer's recommendations. <br />Council reviewed a letter from Mel Sinn, Acting Executive Director <br />of the Water Resources 3oard, dated August 17, 1983, regarding an <br />increase in the number of managers for the Rice Creek Watershed <br />District. Engineer Schunicht felt the number was being increased to <br />provide better representation throughout the District. Following a <br />discussion regarding the need for the increase without more concrete <br />justification furnished, Councilmember Ciernia moved, seconded by <br />Councilmember Larson, that the City of Falcon Heights reject approval <br />of the increase. Motion carried unanimously.
