~' <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEM$ER. 28, 1983 <br />PAGE 2 <br />Bob Mader, owner of the property at 2061 W. Larpenteur, presented a re- <br />request for the following variances in conjunction with the proposed con- <br />struction of a condominium type office building on the property: (1) <br />10 foot setback on south property line (parking lot), (2} 5 foot setback <br />on west and east (parking lot) and (3) 10 foot setback for the 'wilding on <br />and north property lines. Mr. Moder explained that the architect planned <br />the building to provide as much parking as possible (~.0 spaces including <br />underground parking) and yet allow green space and plantings. The build- <br />ing will be brick construction compatible with the City Building and <br />Hewlett Packard. Councilznember Chestovich expressed concern regarding <br />the variance to the south due to the close proximity to Larpenteur Ave. <br />Councilmember C_iernia was of the opinion that it might be reasonable <br />to decrease the width of the parking spaces or grant a variance on the <br />number of parking spaces in order to conform to the 2fl foot setback along <br />Larpenteur. Various suggestions were made to remedy the situation after <br />which Councilmember Chestovich moved, seconded by Councilmember Larson, <br />approval of the concept with the variances approved by the Planning <br />Commission with the exception of the variance on the south lot line set- <br />vack and with the request that N?r. I~ioder and his architect appear before <br />the next City Council meeting with. alternatives, motion canted <br />unanimously. <br />Don Mosher, Field Representative from Senator Boschwit's Office appear- <br />ed before Council to ask for opirions on federal issues and programs in <br />order that he might give them to the Senator. He reviewed action taken <br />on revenue ~~raring and S6b, the Telecommunications Act. Councilmember <br />Eggert advised that the ten north suburban communities, k~ich are members <br />of the Cable Commission, unanimously opposed S66 because local control <br />would be lost, Mayor j.arkentien stated he felt revenue sharing is not <br />an efficient taxing method since 1~0 cents from each dollar sent to <br />Washington is not returned to the cities. Mr. Mosher encouraged <br />Council and residents to contact the Senator with questions or comments. <br />B Iā¢ZODER, <br />REt~UEST FOR <br />VARIANCES FO <br />2061 W. <br />westL~PENTEUR <br />DEFE.~RED TO <br />OCTOBER 12 <br />MEETING <br />BOB MOSHER, <br />FIELD REP. <br />SENATOR <br />BOSCI~~TITZ' S <br />OFFICE <br />Flanner John Uban presented three alternatives for development of the <br />Larpenteur/Snel7_ing area as follows: (1) A "fix up" improvement plan <br />including landscaping to enhance the village concept in the comprehensive <br />plan; (2) more extensive redevelopment; and (3) an extensive redevelop- <br />ment program including tax increment financing. Gcuncilmember Eggert <br />asked if tax increment financing would be feasible in the second plan <br />to which Mr. Uban replied that it would be marginal.. He explained that <br />the area has poor inaccessibility and an extreme amount of traffic <br />which makes access difficult. 2dr. Uban felt the southwest corner <br />shows the most possibility for development. Following a discussion, <br />Mayor ~Jarkentien moved, seconded by Councilmember Eggert, that the <br />final report, Phase I, as presented by Mr. Uban, be accepted and that <br />Council thoroughly study the plans as well as to consider input from the <br />Neighborhood Task Force a.nd Planning Commission. Motion carried unanimously. <br />Paul Borg, Assistant Superintendent of the Roseville School District, <br />was in attendance to explain the District's use of Falcon Heights School <br />and to answer questions regarding concerns regarding the uses. He <br />explained that in addition to the DAC the School Board, in August, <br />voted to move the Extended Day Program and Early Childhood and Family <br />Education Program from Fairview Community Center to Falcon Heights <br />School.
