Borg explained that 51.t parking places exist, 17 parallel spaces <br />on the north side of Garden, an equal number of parallel spaces between <br />the entire and exist to the building and 23 spaces on the west side of <br />the building. Also, Falcon Heights United Church of Christ has invited <br />any overflow parking to use the Church parking lot and in return the <br />Church will use the school lot on Sundays. Mr. Borg felt the largest <br />number of vehicles present at one period in time will be 66 cars and <br />this should present no problem. Mrs. Donald Weber, 1$00 Albert, had <br />contacted Mr. Borg expressing concern regarding being unable to park <br />on the south side of Garden near her garage and driveway and Mr. <br />Borg indicated that an informal notice will be posted asking participants <br />to park on the north side of Garden or use the church parking lot to <br />alleviate any parking on the south side of Garden. Mayor Warkentien <br />agreed that the parking issue on the south side of Garden near Mrs. <br />h'ebers~ house needs to be addressed as the parking is the critical <br />issue and the residential areas need to be kept free of parking and <br />traffic . <br />Couneilmember Chestovich expressed concern over the manner in which the <br />school programs were moved and the fact that communications between the <br />School District and the City have been nil to minimal, a situation which <br />should be improved to avoid misunderstanding and last minute decisions. <br />She questioned the progression of approval since School Board Member Dennis <br />Linden had been questioned on September 7th and to his knowledge no direct <br />mention of moving the programs had been discussed. Mr, Borg replied that <br />no specific decision had been made at that time and Councilmember Chestovich <br />asked, specifically, if at the August 29th School Board meeting the <br />Extended Day '_'rogram and Early Childhood Program were mentioned as the <br />programs to be moved to Falcon Heights School. NIr. Borg answered that <br />he could not remember if they were mentioned or not. Councilmember <br />Chestovich stressed the point that the Council and City Staff would <br />have advance time to study problems such as the potential parking problems. <br />In reply to an inquiry from Councilmember Chestovich, Mr. Borg stated <br />the moving of the programs was an administrative decision and a motion <br />was never made to move a specific program. <br />Councilmember Larson informed Mr. Borg that when the snow season <br />commences City Ordinance prohibits parking on the streets after two <br />inches of snow has fallen until the plowing is done and asked what would <br />happen to the 17 cars parking on the street at that time. She stressed <br />the fact that violators are issued citations and towed. Councilmember <br />Larson stated she had been contacted by residents who feel that the <br />traffic being generated now is more heavy than when the building was used <br />as an elementary school. She also commented on the lack_ of communication <br />between the School Board and the Gity. Marilyn Kerns, Assistant Director <br />of Community School Services stated she felt there would be no problem <br />with parking as the staff works part-time and not all staff members would <br />be present unless attending a meeting and then no participants would be <br />present. <br />SCHOOL USE <br />(cont.) <br />Councilmember Chestovich pointed out that when mothers are bringing in <br />young children they will use a parking space as close to the school as <br />
