MINUTES <br />REGULAR CITY coUNCIL MEETING <br />OCTOBER 12, 1983 <br />PAGE 2 <br />Mayor Warkentien presented a variance request from M.J. Barrett, 1825 <br />Simpson, to construct a garage three feet from the lot line. Since <br />the garage maintains the same distance from the lot line as the present <br />garage, Councilmember Ciernia moved, seconded by Councilmeanber Larson, <br />that the variance be approved as recommended by the Planning Commission <br />at their October 10, 1983 meeting. Motion carried unanimously. <br /> <br /> <br />Norm Sassing, Architect for Hob Moiler, owner of the property at 2061 <br />W. Larpenteur, reviewed the variance requests discussed at the September <br />28, 1983 Council meeting. He explained that with the south lot line <br />variance, the parking lot would be 3!~ feet from Larpenteur Avenue which <br />he felt would be sufficient for snow reanoval, etc. Mr. Moiler explained <br />that he would like as much parking as possible so that overflow parking <br />would not create a problem at some future date. After a discussion, <br />it was decided no variance was need on the south for the parking <br />lot. Councilmember Ciernia moved, seconded by Mayor Warkentien, that <br />the necessary variances be approved on the condition that they are <br />approved by the Fire Chief and Building Inspector, and that final <br />plans be submitted for Council review. Motion carried unanimously. <br />Don Grittner, Chairman of the Citizens Advisory Committee, presented <br />that Committees report on the Larpenteur/Snelling Redevelopment. <br />He pointed out that in reviewing the three options presented by Dahl.gren <br />Associates, it should be kept in mind that the area being considered for <br />development is 100,000 square feet in size, which is much smaller than <br />surrounding shopping centers; thus, it should attract unique develop- <br />ment (village concept) for the area. The Committee chose Scheme B for <br />the following reasons: (1) it will have the least impact on existing <br />neighborhood, (2) it will be an improveanent to existing properties, <br />(3) it is financially feasible (Scheane C is way beyond capabilities <br />of the businesses and City), (!~) it agrees with the need of a village <br />concept, (5) it addresses the northeast corner first and the southeast <br />corner to follow, and (6) Scheme B, if properly presented, will be <br />endorsed by the general public. Councilme:nber Ciernia asked for <br />clarification in reference to which Scheane B Mr. Grittner was referring <br />to and Mr. Grittner replied he was referring to the Citizens Committee <br />Scheme B. <br />.~ ~ a Ei <br />GARAGE <br />VARIANCE <br />GRANTED <br />M.J. Alice COUNCIL/ <br />Robertson, 17111 Hilton, commented on the fact that Snelling and Larpenteur PLANNING <br />Avenues create a barrier for pedestrian crossing and suggested this issue COMMISSION/ <br />be discussed at the workshop. Ruth Dachtera, 17311 Pascal, suggested using CITIZENS <br />a ramp of some sort for pedestrian crossing. Councilmember Ciernia re- AD~SORy <br />quested that information be placed in the Council Newsletter regarding COMMITTEE <br />possible development and the fact that the reports are on file at City SCHEDULED FO <br />Hall for review. Councilmember Eggert requested that Fiscal Consultant 10/26/83 & <br />Chenoweth prepare data regarding whether or not tax increment financing COUNCIL <br />or industrial revenue bonds could be used as a tool in the development. MEETING <br />Mayor Warkentien moved, seconded by Councilmember Eggert, that the SCHEDULED <br />regular City Council Meeting scheduled for October 26, 1983 be cancelled, FOR 10/26/83 <br />and that a Council/Planning Commission/Citizens Advisory Committee Work- CANCELLED <br />shop be scheduled for October 26, 1983 at 7:30 P.M. Motion carried <br />unanimously. Karen Northrup, 19t~2 summer, a member of the Citizens <br />Committee suggested that the businesses in the area also be imrited to <br />attend. <br />
