APP~tOVEU <br />Motion carried unanimously. <br />Councilmember Eggert moved, seconded by Councilmember Chestovich, that the MINUTES OF <br />November 9, 1983 Minutes be approved as corrected (page 6, line 6, the 11/9/83 <br />word ''contention" should be deleted and the word +'connection+' substituted.) APPttOVEu <br />Motion carried unanimously. <br />Mayor ?~arkentien opened the discussion on the Larpenteur/Spelling Develop- LARp~r~.'UP,/ <br />ment by stating that when the Dahlgren Report was issued, information ~?as SN~LING <br />not contained therein which would enable Council to compare Plan B with yEVr,'I,OPMENT <br />Plan C as far as costs were concerned. He then referred to a letter from <br />Andrews Allen, President of Andr~rs Allen and Associates, Inc., dated <br />November 15, 1y83 indicating his interest in developing a 130-150 unit <br />mid-rise hotel in the Larpenteur/Spelling area and requested active con- <br />sideration for the development of a structure of this nature. Council- <br />member Ciernia f eft that if Mr. A11en is interested in developing the <br />southeast corner he should contact the owners of the property. Council- <br />members Eggert and Chestovich agreed. Councilmember Ciernia stated he <br />felt that Council could not ignore the Neighborhood Task Force recommendat- <br />ions that the development on the northeast corner maintain a village con- <br />cept and Councilmember Eggert interjected that the Committee also wished <br />to retain as many local businesses as possible. Councilme~nber Chestovich <br />stressed that the Committee should be made aware of the Planning Commission's <br />intent to discuss the matter at their December 5th meeting. Mayor ~~arkentien <br />pointed out that the Chairman of the Citizens Development Committee felt the <br />Committee should be disbanded and a Committee formed that would not be so <br />local in scope but more citywide. Councilmember Eggert felt the two corners <br />should be considered separately since all steps have been taken on the north- <br />east corner and that process should be continued by discussing tax incre- <br />ment financing and industrial revenue bonds. <br />i3ob Collins, representing Bull$eye Golf Centers, Inc., presented a preliminary <br />drawing of a proposed building on their eight lots provided it can be <br />accomplished with the assistance of industrial revenue bonds/tax increment <br />financing. The proposed building would consist of lt0,000 square feet and <br />construction would cost approximately X2,000,000. He explained that the <br />drawing shows 92 parking spaces (10 of which are on the State right-of way) <br />while the Zoning Ordinance requires 116 so a variance would be required. <br />Councilmember Ciernia advised that in the proposed new Zoning Ordinance <br />there are provisions allowing some portion of the parking spaces to be <br />designated for compact cars, thus more parking could be obtained.
