MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 26, 1978 <br />Page 3 <br />Mayor Warkentien questioned whether the eviction of one <br />party could have caused the trouble to start, with that <br />party bringing back friends. <br />Mr. Rutzick called upon his manager, Mr. Bill Schmidt <br />to explain that particular incident. Mr. Schmidt stated <br />that at no point was anyone asked to leave in a manner <br />that would cause them to bring anyone back for a rumble <br />or that sort of thing, at least not to his knowledge. <br />There was an incident where Officer Dittle asked a party <br />to leave the area and did become belligerent with Officer <br />Dittle. <br />Councilman Black wanted to know the hours and days the <br />officer would be on duty. <br />Mr. Schmidt stated they are making up a schedule. At <br />the present time they start at 7:00 p.m. and stay <br />until 10:00 or 11:00 depending on how busy they are. <br />Right now the schedule is irregular and based on the <br />amount of business there is on the weekend nights. <br />~ Councilman Black requested a written schedule to be <br />on file in the Clerk's office and also questioned if <br />the officer was inside the building or outside. <br />Mr. Schmidt stated the officer is located at the rear <br />of the building where he can observe the parking lot <br />to keep loitering down and also observe the activities <br />inside. <br />Councilman McGough noted he did not feel the amusement <br />center was the cause of the problem in the lot. He also <br />stated he did not feel it was fair to hold Roc-A-Fellas <br />guilty or not guilty on something that happened in the <br />parking lot. Councilman McGough suggested that the <br />officer hired not be one of our regular patrolmen from <br />the city. <br />Councilman Steele made known he had voted against the <br />amusement center and feels it is a bad influence on the <br />community. He also noted he had observed the parking <br />lot between the hours of 9:15 p.m. and 10:15 p.m. He <br />observed several patrons coming from their establishment, <br />not the bowling alley or Shakey's. At one point by <br />Wondra's, there were 12 young boys and about 15 young <br />boys by the old ~pplebaums. Also, in front of the <br />building, there were 6 young people about 14 years of <br />age smoking where there is no control and going back <br />inside.. Councilman Steele again expressed his concern <br />of the influence the establishment has in the neighbor- <br />hood. <br />V <br />
