MINUTES REGULAR CITY COUNCIL MEETING APRIL 26, 1978 Page 4 Mr. Schmidt stated that he is there all the time and on more than one occasion he has seen beer drinking behind Lee's Billiards and walked down to talk to the gentleman there and asked if he was aware of it. He was told that it goes on all the time. Mr. Schmidt then asked the group to leave and informed Ramsey County Sheriff Dept. of it. Also, when encountering young people smoking, he does stop it and requests they bring their parents down and inform him they have consent to smoke, which of course they don't. Mayor Warkentien noted that there was nothing in our ordinance to deny the license at the time of appli- cation. Mr. Harold Nilsen stated that he had visited both businesses owned by Mr. Rutzick and found them neat and orderly. He also suggested that allocating a space for smokers may cut down the congestion outside and also control the age of the smokers. It is now posted - No smoking - No Drinking - No loitering. Mr. Nilsen also stated he noticed cars parked every which way in the parking lot and not in slots like they should be. With respect to the fire lane, this poses a problem and something should be done about it. Also, ensure the parking lot is well lit.. Ms Judy Jensen - 1906 Sheldon, stated her objections to the establishment as she felt it draws in the wrong type of people. Also, if 13 and 14 year olds are smoking, that is breaking the law and suggested they be taken in hand at that time. Councilman Black noted that as far as arresting kids for smoking, when our schools put aside a smoking area for kids, it would be pretty hard to arrest them and uphold that law. Mayor Warkentien suggested that Capt. Spencer, Clerk Administrator Barnes and the owner 8 manager of Roc-A-Fellas get together and come up with a workable solution to the problem. Councilman McGough commented on behalf of a friend, that just happened to be last years foosball champion, and as there was a comment made about the type of people, "the worst type of people", this fellow is 27 years old, a lawyer, makes $56,000 a year and you couldn't find a better citizen than he is. Councilman McGough did not feel you could blanket a whole group by just a few bad ones. 6~ Councilman Black commented that Clerk Administrator Barnes was keeping a record of all complaints, day, hour, etc.
