MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 26, 1978 <br />Page 4 <br />Mr. Schmidt stated that he is there all the time and <br />on more than one occasion he has seen beer drinking <br />behind Lee's Billiards and walked down to talk to <br />the gentleman there and asked if he was aware of it. <br />He was told that it goes on all the time. Mr. Schmidt <br />then asked the group to leave and informed Ramsey <br />County Sheriff Dept. of it. Also, when encountering <br />young people smoking, he does stop it and requests they <br />bring their parents down and inform him they have consent <br />to smoke, which of course they don't. <br />Mayor Warkentien noted that there was nothing in our <br />ordinance to deny the license at the time of appli- <br />cation. <br />Mr. Harold Nilsen stated that he had visited both <br />businesses owned by Mr. Rutzick and found them neat and <br />orderly. He also suggested that allocating a space for <br />smokers may cut down the congestion outside and also <br />control the age of the smokers. It is now posted - <br />No smoking - No Drinking - No loitering. <br />Mr. Nilsen also stated he noticed cars parked every <br />which way in the parking lot and not in slots like they <br />should be. With respect to the fire lane, this poses <br />a problem and something should be done about it. Also, <br />ensure the parking lot is well lit.. <br />Ms Judy Jensen - 1906 Sheldon, stated her objections to <br />the establishment as she felt it draws in the wrong type <br />of people. Also, if 13 and 14 year olds are smoking, <br />that is breaking the law and suggested they be taken in <br />hand at that time. <br />Councilman Black noted that as far as arresting kids <br />for smoking, when our schools put aside a smoking area <br />for kids, it would be pretty hard to arrest them and <br />uphold that law. <br />Mayor Warkentien suggested that Capt. Spencer, Clerk <br />Administrator Barnes and the owner 8 manager of <br />Roc-A-Fellas get together and come up with a workable <br />solution to the problem. <br />Councilman McGough commented on behalf of a friend, <br />that just happened to be last years foosball champion, <br />and as there was a comment made about the type of people, <br />"the worst type of people", this fellow is 27 years old, <br />a lawyer, makes $56,000 a year and you couldn't find a <br />better citizen than he is. Councilman McGough did not <br />feel you could blanket a whole group by just a few bad <br />ones. <br />6~ <br />Councilman Black commented that Clerk Administrator Barnes <br />was keeping a record of all complaints, day, hour, etc. <br />
