<br /> <br /> <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 26, 1978 <br />Page 8 <br />If it were proven that the runoff factor is other than DICK WINKS <br />what the assessment is based on that can be taken through <br />normal channels and appealed to the other factor if it <br />can be demonstrated. For instance agricultural land <br />has a lower assessment on runoff value .than your normal <br />lot or commercial runoff. If a commercial property can <br />demonstrate their runoff factor is the same as a home lot, <br />will they be assessed on that basis? <br />I would assume so, basically the commercials are normally ENGR <br />assessed at a different rate because of the large amount LEMBERG <br />of surfaced area. <br />~~ <br />Now we know where the average citizen stands, what about HAROLD NILSEN <br />the U of M and State Fairgrounds? What is their commit- <br />ment of funds? <br />They have not reported any more that west was discussed at <br />the. lases meeting we h.ad. The University-feels or did <br />feel they had everything financed and we are going to <br />have to convince theme that this is construction costs <br />and of course it has to go to the Regents, but my appeal <br />is to Prof. Donald Drown, Finance Director. I think the <br />State Fairgrounds does have some benefits, they have some <br />doubt as to their connection cost in the Como-Stella area <br />connection. Of course that is something they .will have <br />to negotiate later with the City of St. Paul as well as <br />the University. I did inquire of St. Paul and I believe <br />it was $1,200,000 the U of M has already paid to the City <br />of St. Paul for that connection. <br />CLERK <br />ADMTNISTRATOR <br />BARNES <br />On the pre-application we do not have any commttment of MR. McELROY <br />monies, if we are accepted on our pre-application, then on <br />the final application we will need the committment. <br />Mr. Rubinger question Engr. Lemberg on the change of <br />aprartments from residential to commercial property., <br />therefore raising the assessment cost. You said that <br />we would be assessed as commercial tonight. <br />What I was trying to emphisis is that, first of all, <br />there has been no proceedure set up. In many cases, <br />commercial because of the type of runoff that they have, <br />would be assessed at a double or commercial rate, it it <br />is double the runoff as residential. There has been <br />nothing set up, the estimate that we have right now <br />is based strickly on the same amount per square foot <br />throughout the area. _ <br />ENGR. LEMBERG <br />
