MINUTES J
REGULAR CITY COUNCIL MEETING
APRIL 26, 1978
Page 7

1
0
It can go to an extreme in measuring, the lot, the ENGR. LEMBERG
roof, grass area, etc. to determine just how much run-
off would result from an apartment complex. Normally
what is done, is an average of the whole lot is taken,
Normally you set residential, commercial 8 agricultural
rates. Apartments are considered commercial, at a 900
runoff rate. These estimates are based on a straight
3~ per square foot. A more detailed study would have
to be made at a later date on how much area is surfaced
and how much is not, if the project is approved.
Mr Boyd noted that the residents of his apartments would
end up paying the assessment in increased rent they
would have to pay and some of his. people are retired on
a fixed income and could cause some difficulties for
them. He also questioned why the project did not go
through 8 to 10 years ago.
Engr Lemberg replied that the reason being, we were un-
able to get funding as we possibly get now, as without
the funding we could not assess the properties for the
amount required, the cost would have been prohibitive
for the City.
Is the amount of the grant negotiable or not and in DICK WINKS
what terms? 1825 Fairview
No it is not. MR. McELROY
Mr. Winke wanted to kow about the standing water in
his back yard, it is only there a short time and then
goes away.
Part of it goes down into the ditches, part into the ENGR. LEMBERG
pond and soaks into the ground.
On this runoff factor, is that measured in early spring DICK WINKS
when the ground is still frozen, is there more runoff
then than later after the ground thaws out and can
sink into the ground.
It is determined on an unthawed condition and not full ENGR. LEMBERG
saturation point. This is just surface runoff. It is
the same runoff factor the soil conservation dept.
uses.
