MINUTES ~ ~ REGULAR CITY COUNCIL MEETING MAY 10, 1978 Page 4 Mayor Warkentien introduced a letter from William R. WILLIAM R. McQuigan - 1403 W. .Iowa regarding a request for three 1403 Iowa blvd. trees and that the City consider financing a TREE REQUEST portion of the cost. After lengthly discussion, Mr. McQuigan's request was referred to the Tree Committee for discussion. Councilmember Steele moved, seconded by Councilmember McGough. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Black, McGough, Steele and Brown and the following voted "nay": None. Motion carried. Attorney Kenefick reviewed with council the proposed NSP NSP GAS AND Gas and Electric franchise. Attorney Kenefick suggested ELECTRIC some changes to take back to the City Managers; FRANCHISE 1. Suggest as an amendment that the company should not locate or construct electric distribution system transmission lines or other appurtenances along any street or public place without first hamming obtained permission to do so from the proper city officials. 2. Would suggest language to the effect that the company shall not place or lay any mains or pipes in any public street or public place without first having obtained permission from the City. Suggested similar language be placed in Section 5 to make sure the city has approval in all situations for the placement of mains and lines. Mayor Warkentien moved, seconded by Councilmember Black. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmembers Black, McGough, Steele and Brown and the following voted "nay": None. Motion carried. Councilmember McGough discussed 911 Emergency Radio 911 EMERGENCY Service. The service will require dialing a 3 digit RADIO number for emergency service handled by computers which will show adresses, phone number, etc. when the call comes in. All of Ramsey County is required to show by 1982 that this is being implemented and in operation by 1985. No action taken. Moved by Mayor Warkentien, seconded by Councilmember MEETING McGough to extend. the meeting to 11:30 p. m. Upon a EXTENSION TO vote being taken the following voted "aye": Mayor 11:30 p. m. Warkentien, Councilmembers Black, McGough, Steele and Brown and the following voted "nay": None. Motion carried.
