MINUTES ~ ~ <br />REGULAR CITY COUNCIL MEETING <br />MAY 10, 1978 <br />Page 4 <br />Mayor Warkentien introduced a letter from William R. WILLIAM R. <br />McQuigan - 1403 W. .Iowa regarding a request for three 1403 Iowa <br />blvd. trees and that the City consider financing a TREE REQUEST <br />portion of the cost. After lengthly discussion, <br />Mr. McQuigan's request was referred to the Tree Committee <br />for discussion. Councilmember Steele moved, seconded by <br />Councilmember McGough. Upon a vote being taken the <br />following voted "aye": Mayor Warkentien, Councilmembers <br />Black, McGough, Steele and Brown and the following voted <br />"nay": None. Motion carried. <br />Attorney Kenefick reviewed with council the proposed NSP NSP GAS AND <br />Gas and Electric franchise. Attorney Kenefick suggested ELECTRIC <br />some changes to take back to the City Managers; FRANCHISE <br />1. Suggest as an amendment that the company <br />should not locate or construct electric <br />distribution system transmission lines <br />or other appurtenances along any street <br />or public place without first hamming <br />obtained permission to do so from the <br />proper city officials. <br />2. Would suggest language to the effect that <br />the company shall not place or lay any <br />mains or pipes in any public street or <br />public place without first having obtained <br />permission from the City. Suggested <br />similar language be placed in Section 5 <br />to make sure the city has approval in all <br />situations for the placement of mains and <br />lines. <br />Mayor Warkentien moved, seconded by Councilmember Black. <br />Upon a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilmembers Black, McGough, Steele and <br />Brown and the following voted "nay": None. Motion <br />carried. <br />Councilmember McGough discussed 911 Emergency Radio 911 EMERGENCY <br />Service. The service will require dialing a 3 digit RADIO <br />number for emergency service handled by computers <br />which will show adresses, phone number, etc. when <br />the call comes in. All of Ramsey County is required <br />to show by 1982 that this is being implemented and in <br />operation by 1985. No action taken. <br />Moved by Mayor Warkentien, seconded by Councilmember MEETING <br />McGough to extend. the meeting to 11:30 p. m. Upon a EXTENSION TO <br />vote being taken the following voted "aye": Mayor 11:30 p. m. <br />Warkentien, Councilmembers Black, McGough, Steele and <br />Brown and the following voted "nay": None. Motion <br />carried. <br />
