MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 14, 1978 <br />Page 4 <br />Councilmember Black presented for discussion a conditional <br />use request of Larry Buegler - 1905 Tatum for a utility <br />shed. The Planning Commission recommended approval by <br />council. Councilmember Black moved, seconded by Council- <br />member McGough to approve the Conditional Use of Larry <br />Buegler, 1905 Tatum for a utility shed as presented. <br />Upon a vote being taken, the following voted "aye": Mayor <br />Warkentien, Councilmembers Black, McGough, Steele and <br />Brown and the following voted "nay" None. Motion carried. <br />Councilman Steele informed council a refuse .container structure <br />was being built on property owned by Milton Cohen. The <br />cement block structure will not stand for very long the way <br />it is constructed and with kids climbing on it. Council- <br />member Steele questioned whether this should have been <br />covered by a building permit. Clerk Administrator Barnes <br />had inspected the structure and had contacted Milt Cohen <br />that it did require a building permit and possibly a <br />conditional use. Councilmember McGough was instructed <br />to inspect the structure and report back to council. <br />~~ <br />CONDITIONAL <br />USE - <br />LARRY BUEGLER <br />1905 TATUM <br />UTILITY SHED <br />Councilmember Brown reported on the Recreation Committee's <br />suggestion regarding the 1979 recreation program with <br />Roseville. Mr. James Duffy, Chairman, Recreation Advisory <br />Committee appeared and discussed with council the report <br />submitted by James Jernberg on the shared costs between <br />Roseville, Lauderdale and Falcon Heights. Falcon Heights <br />under the agreement, would be paying double what Roseville <br />residents would be paying. Council discussed at length <br />the ice arena costs and problems involved. It was suggested <br />by Councilmember McGough to discontinue buying ice time. <br />Engineer Lemberg informed council his firm had done four <br />ice arenas in the past year. The frost in six months will <br />go down 11 feet and will take 6 months to thaw out. Part <br />of Roseville's problem is a heating problem and this is <br />causing heaving of the floor up to 18" high from what the <br />level was before, so they have to tear out the whole thing. <br />The new refridgeration system alone will cost $150,000 to <br />$1.75,000. The rest, new floor, fill, etc. will be approx. <br />$400,000. The arena was built with general obligation. <br />bonds and they will have to stay competitive with their <br />ice time prices. <br />Councilmember Brown requested formal action by council <br />regarding the 1979 recreation program. <br />1979 ROSEVILLE <br />RECREATION <br />PROGRAM <br />Mayor Warkentien moved, seconded by Councilmember Steele <br />after carefull review of the proposal submitted by the <br />City of Roseville to the City of Falcon Heights, our pro- <br />posed share of the recreation program, in addition to the <br />possible contingent liability for repair of their ice arena, <br />we find ourselves unable to afford the amount of money <br />necessary to participate with Roseville. Upon a vote being <br />taken the following voted "aye": Mayor Warkentien, Council- <br />members Black, McGough, Steele and Brown. The following voted <br />"nay": None. Motion carried. <br />
