MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 28, 1978 <br />Page 2 <br />Councilmember McGough moved, seconded by Councilmember <br />Steele to refer the Conditional Use request of Robert E. <br />Yahnke- 1776 Simpson to erect a utility shed on the rear <br />of his lot to the Planning Commission. Upon a vote being <br />taken the following voted "aye": Mayor Warkentien, Council- <br />members McGough, Steele and Brown and the following voted <br />"nay": None. Motion carried. <br />Mayor Warkentien presented for discussion the membership <br />dues of the Association of Metropolitan Municipalities. in <br />the amount of $801 per year, beginning June 1, 1978 thru <br />May 31, 1979, for the City of Falcon Heights. After <br />reasonable discussion, Clerk Administrator Barnes informed <br />council he had attended a meeting June 28, 1978 of the <br />membership and related that he has the support of the <br />members to lobby for a Bill to consider a state subsidy in <br />lieu of taxes for tax exempt property such as the State <br />Fairgrounds and the University Farm Campus which at the <br />present time the City of Falcon Heights does not receive. <br />It not only would benefit Falcon Heights, which is 2/3 <br />of the area is tax exempt, but other communities with <br />tax exempt property. Clerk recommended we continue our <br />membership. Recommendation approved. <br />Mayor Warkentien moved, seconded by Councilmember Brown <br />to authorize the Clerk Administrator to submit the City <br />of Falcon Heights membership dues in the amount of $801 <br />for the year starting June 1, 1978 thru May 31, 1979, to <br />continue our membership in the Association of Metropolitan <br />Municipalities. Upon a vote being taken the following <br />voted "aye": Mayor Warkentien, Councilmembers McGough, <br />Steele and Brown the following voted "nay": None. Motion <br />carried. <br />Council discussed the request of Mr. James Rutzick, owner <br />and operator of Roc-A-Fellas, Inc. at 1543 Larpenteur <br />Avenue to permit them to designate a smoking and light <br />refreshment area in their place of business so that <br />they can requlate these activities more readily than is <br />the case now, as patrons must go out doors. A letter <br />from Capt. Spencer of the Ramsey County Sheriff's Dept. <br />was read indicating if council permitted the indoor area, <br />it would cause less congestion outside the place. <br />Councilmember McGough moved, seconded by Councilmember <br />Brown to authorize Mr. James Rutzick to set aside a <br />designated area for smoking and light refreshments. Upon <br />a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilmembers McGough and Brown and the <br />following voted "nay": Councilmember Steele.
