95 <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 28, 1978 <br />Page 3 <br />Mr. ~ Mrs. John Webster, 1850 N. Snelling Drive <br />appeared before council and requested the council take <br />some action against their neighbor at 1860 North Snelling <br />Drive, namely the Stanley Rydell's. Attorney Kenefick <br />reviewed with council the Webster's problem with their <br />neighbor and recommended the council permit him to write <br />a letter to the Rydell's that this type of conduct is in <br />violation of the City nuisance ordinance and state statute <br />and if this doesn't cause the harassment to stop, he <br />would advise the Webster's to sign complaints. A lengthly <br />discussion was held in regards to the problem. The council <br />suggested the request be referred to the Human Rights <br />Commission for investigation to determine whether it falls <br />in the commissions jurisdiction or is a civil matter for <br />the Webster's to determine what action they desire to take. <br />MR. 8 MRS <br />JOHN WEBSTER <br />NEIGHBORHOOD <br />HARASSMENT <br />Councilmember Brown suggested to council the city should CITY NEWS- <br />put a newsletter together for citizens on a quarterly or LETTER <br />monthly basis and questioned whether we should hire some- <br />one to deliver them. Clerk Administrator Barnes will put <br />together a cost proposal for the council to review. <br />Council discussed the ambulance request of the Fire <br />Department to operate an ambulance in the City. It is <br />required to publish the fact that the City is applying <br />for a license. <br />Mayor Warkentien moved the City not apply for the <br />ambulance license. Motion died for lack of a second. <br />Terry Iverson from the Fire Department appeared before <br />council and answered questions in respect to ambulance <br />operation costs and the license application and the <br />Fire Departments desire for~an ambulance in relation to <br />better services. <br />Mayor Warkentien stipulated he felt the services we now <br />give are adequate at the present time. <br />Councilmember McGough moved, seconded by Councilmember <br />Steele to authorize the Fire Chief to publish the notice <br />of the City Falcon Heights intent to apply for an <br />ambulance license, but not approval of purchase of an <br />ambulance. Upon a vote being taken the following voted <br />"aye": Mayor Warkentien, Councilmembers McGough, Steele <br />and Brown and the following voted "nay": None. Motion <br />carried. <br />AUTHORIZATION <br />TO APPROVE <br />PUBLICATION <br />FOR <br />AMBULANCE <br />LICENSE <br />
