Also, Councilmember Steele suggested the `tennis {cont.} <br />courts could be imporved, as he had inspected the courts <br />and noticed cracks in the surface and asked what could <br />be clone to fix them. Action deferred pending council <br />inspection of the tennis courts on August 9, 1978. <br />Engineer Lemberg discussed with council M.S.A.•s M.S.A. 5 YEAR <br />5 year street program. By January 1, 1979 each STREET PROGRAM <br />municipality shall submit a 5 year construction <br />program which has been approved by their city <br />council. To comply. with this directive each city <br />is requested to submit a council approved 5 year <br />program of proposed construction by priority <br />showing the termini, length, estimated cost and type <br />of anticipated projects; along with a map indicating <br />the locations of each project. Should a program not <br />be submitted by Jan. 1, 1979, twice the city's <br />unencumbered construction fund balance shall be <br />deducted from its needs prior to the 1980 appor- <br />tionment. Mayor Warkentien moved, seconded by <br />Councilmember Brown, the City Engineer be instructed <br />and authorized to prepare a 5 year MS.A. Street <br />Program as required by the Municipal Screening <br />Committee. Upon a vote being taken the following <br />voted ^aye^: Mayor Warkentien, Councilmembers Black, <br />McGough, Steele and Brown and the following voted <br />^nay^: None. Motion carried. <br />Mayor Warkentien read a directive received from RAMSEY CO. <br />Ramsey County Community Health Services. Council COMMUNITY HEALTH <br />members were requested to review the material <br />for discussion on August 9, 1978. <br />Mayor Warkentien opened for discussion letters TREE REMOVAL <br />received regarding tree removal and placement of LETTERS & <br />trees i.e. Gustafson - 1830 Asbury, Mrs. Kohlers - DISCUSSION <br />1851 Asbury and Liedholm - 1700 Albert. <br />Councilman Black reminded council that the minutes COUNCILMAN <br />of July 12, 1978 stipulates that the home owner is BLACK <br />responsible for the removal of trees on Arona, Asbury, <br />Simpson and Pascal until it is finally determined <br />by survey whether they are on private or public <br />property. <br />A lengthy discussion was held in respect to whose <br />responsibility it was to remove the trees. Clerk <br />Administrator Barnes reported to council that he <br />could not find where Rose Township or the City of <br />Falcon Heights had purchased trees. He mentioned <br />there were petitions requesting council to permit <br />the planting at a distance of 60' apart• He had <br />
