MINUTES <br />REGULAR CITY COUNCIL MEETING i ~l~ <br />.JULY 26, 1978 <br />Page 6 <br />Councilman Stee~e said as far as he was concerned COUNCILMAN <br />if the trees were in a line they were planted for STEELE <br />the benefit of the City and it should be the <br />responsibility of the City to remove them as we <br />have maintained them in the past. <br />Mayor Warkentien requested council to delay discussion HUMAN RIGHTS <br />on the trees so that he could call on Mr. Paul Ciernia, COMMISSION <br />Human Rights Chairman and Mr. John Webster, 1850 N. <br />Snelling Drive. <br />Mr. Ciernia advised council that the Human Rights <br />Commission would like to give Mr. ~ Mrs. Stanley <br />Rydell a chance to appear before the Commission to <br />discuss the problem involving the concerned parties <br />and suggested a letter be written inviting them to <br />appear. Mr. Webster has agreed to that approach. <br />Council approved that a letter be written to the <br />Rydells requesting their input in the matter. <br />Councilman McGough informed council that Dr. French <br />had talked to several legislators and was informed <br />that it is a strong possibility that the state will <br />not fund a tree removal program next year. <br />Councilman Steele moved, seconded by Councilman McGough <br />that the two trees on Mrs. Gustafson - 1830 Asbury and <br />Mrs. Kolar - 1851 Asbury property be removed legally <br />by the City of Falcon Heights and at City cost, and <br />if at a later date, at the completion of the survey <br />and in the opinion of the council it is determined <br />that the trees are on private property said home <br />owners will be billed for the cost of removal• Upon <br />a vote being taken the following voted ^ay.e^: Mayor <br />Warkentien, Councilmembers Black, McGough, Steele and <br />Brown and the following voted ^nay^: None. Motion <br />carried. <br />TREE REMOVAL <br />DISCUSSION <br />CONTINUED <br />Now we have another problem, last year in Aug. or Sept. LIEDHOLM <br />Ken and Esther Liedholm, 1700 Albert, called the Village PROPERTY <br />Hall about a tree which was dying and someone went out 1700 ALBERT <br />and marked it ^suspect^; this year it didn't even leaf <br />out:, didn't bud out, it was entirely dead. She is <br />claiming that we made a mistake in not diagnosing it <br />last year as DED and therefore she should be entitled to <br />the 80 8/o that we were paying last year rather than the <br />50 0/o this year. Mayor Warkentien moved we allow Mr. & <br />Mrs. Kenneth Liedholm, 1700 Albert 80 0/0 of the cost of <br />removing this tree based on the bid they acquired at $264.00 <br />from H. & B. Abrorists and removal must be complete within <br />this calendar year, Councilman McGough seconded. Upon a <br />vote being taken the following voted ^aye^: Mayor Warkentien, <br />Councilmembers McGough, Black, Steele and Brown and the <br />following voted 'nay^: None• Motion carried. <br />
