Motion carried. <br />12~ <br />ELECTION <br />JUDGES (coat.) <br />Clerk Administrator Barnes submitted for discussion a tree removal KENNETH <br />request received from Kenneth Liedholm, 1700 N. Albert. Council LIEDHOLM TREE <br />action on August q, 1978, granted an 80~ reimbursement based on REIMBUR"~ T <br />$264.00 and extended time to remove the tree. Mr. Liedholm pre- <br />sented a bill in the amount of $532.00 for tree removal. <br />After lengthly discussion, Counciloreorber Steele moved, seconded <br />by Councilmember Black to approve payment, 80% bf $532.00 for <br />tree removal. Upon a vote being taken the following voted ~'ay®"s <br />Mayor Warkentien, Councilmembers Black, Steele and Brown and the <br />following voted "nay": Councilorember M~ough. Motion carried. <br />Clerk Administrator Barnes requested council direct3oa regarding <br />licenses for Falcon Heights Animal Hospital and Falcon Heights <br />Drug, .Cigarette License. Neither license has been applied for. <br />Attorney Kenefick noted h® had been in contact with Mr. Lowell <br />Anderson, Falcon Heights Drug, and had informed him of state <br />statutes pertaining to sale of cigarettes. Council directed <br />Attorney Kenefick to contact the two parties and advise them to <br />apply for their licenses. <br />Engineer Brad Lemberg reported the Findings of the tree surrrey. <br />There were a total of 137 boulevard trees, 76 on the property <br />line and 67 within 1~' of the property line. <br />Rep. Walter Hanson appeared before Council. regarding the Diseased <br />Shade Tree. Program. Residents of Falcon Heights had brought to <br />his attention concern regarding the tree removal plan, in partic- <br />ular those trees located on boulevards. It was the understanding <br />of Rep, Hanson that Falcon Heights had considered certain trees to <br />be "city" trees or boulevard trees, even though some are located <br />on private propertyr or on the property line. Council discussed <br />several problems in the tree removal program and concern was ex- <br />pressed regarding finances of the homeowner and the City of Falcon <br />Heights. Rep. Hanson offered his assistance in providing legislation <br />to ease some of the financial burden of Cities such as Falcon Heights <br />which have a limited talc base. Mayor Warkentien thanked Rep.
