Pag®3 - - 17~ <br />MINUTES <br />~GULAR CITY COUNCIL MEETING ~~~ <br />DECEMBER 27, 1978 <br />Dahlgren and Associates, Inc. be retained for the planning task, HIRING OF <br />as required by the Metropolitan Council ie, the preparation of a PLANNER (cont.) <br />Comprehensive Plan for the City of Falcon Heights, the cost to be <br />in accordance with the letter from the Clerk Administrator, dated <br />December 1, 1978, providing the firm agrees in writing to the <br />City of Falcon Heights. Motion carried unanimously. <br />Mayor Warkentien moved, seconded bj Councilmomber Steele to set AL ROLEK~S <br />Al Rolek~s salary at $800.00 per month plus $25.00 per month as SALARY SET AT <br />Deputy Clerk, the salsiy to be divided $l~00.00 from the Liquor $825.00 PER <br />Fund and $l~25.00 from the Sanitary Sewer Fund. Upon a vote being MONTH <br />taken the following voted "ayes': Mayor Warkenta.en, Councilmembers <br />Black, Steele and Brown, and the following voted "nay": None. <br />Motion carried. <br />Clerk Administrator Barnes explained his recommendation for a Water WATER SURCHARGE <br />Surcharge. In the contract signed with the St. Paul Water Depart- APPROVED <br />ment it is stet®d that if there is a mayor street repair the City <br />is responsible and we have no resources fundwise for any water <br />problems, such as repairing water lines, streets, and correcting <br />some existing problems. He suggested a surcharge of 1t$ on the total <br />water bill St. Paul Water Department sends to commercial businessmen <br />and residents. They will do the billing and take 1~ of the total <br />amount collected. Tom Mogren, of the St. Paul Water Depatment, <br />indicated that most communities are doing this in order to have funds. <br />Mr. Mogren has also indicated we might collect as amount of approxi- <br />mately $].la,000.00 per year, which would go into escrow for any water <br />problems . <br />Counciltnember Steele moved, seconded by Mayor Warkentien, that the <br />City adopt a Water Surcharge of l~ per annum based on water con- <br />sumption, and authorize the St. Paul Water Department to impleaaent <br />the charge as soon as possible and do the collecting. Motion carried <br />unanimously. <br />Council instructed Clerk Administrator Barnes to contact the St. <br />Paul Water Departm®nt regarding the cost of replacing the 8" pipe <br />located along Lnrpemteur Avenue between Cleveland and Fairview. <br />The sick leave and vacation policy was deferred to the January 10, SICK LEAVE <br />1979 meeting. POLICY DEFERRED <br />Clerk Administrator Barnes explained that Ramsey County is no SOME STREET <br />longer going to be responsible for street lights in Falcon Heights LIGHTS Tp BS <br />and Mayor Warkentien aed Clerk Administrator did a survey of all DISCONTINUED <br />lights in the City to determine which would be discontinued. <br />Councilme~mber Black moved, seconded by Councilmember Steele, to <br />authorize the Clerk Administrator to advise Northern States Power <br />to turn off the designated lights along Ramsey County Streets as <br />shown on the location sheets and map, which was provided to the <br />City by the County. Motion carried unanimously. <br />
