Attorney Kenefick informed Council that the National Conservation Energy Policy Act of 1978 went into effect Noveanber 9, 1978. This Act allocates federal monies to the states on the basis of population. Minnesota will receive $2l~,000,000.00 and it is possible for schools, hospitals and local governments to apply to the State Energy Commission for a grant. CounciLnember McGough moved, seconded by Councilmember Brown, that the Clerk Administrator contact the State Energy Commission and get details on the program. Motion carried unanimously. A request was made by the Park and Playground Development Committee for permission to go door to door to solicit- park funds. Council- member McGough moved, seconded by Councilmember Brown to def er dis- cussion until a later date when Councilmember Steele can be present. Motion carried unanimously. Mayor Warkentien informed Council that Bernie Wold has resigned from the Planning Commission and that a new member must be appointed. Clerk Administrator Barnes informed Council that interest on invest- ments for 1978 amounted to $19, 71~7.3~.. Councilmember McGough explained that the Human Rights Commission, together with Human Rights Commissions from surrounding communities, would like to sponsor a wheelchair basketball game with the handi- capped and all Council members are invited to participate. He also explained that the Human Rights Commission agreed to underwrite part of the cost at an amount not to exceed $150.00. Since the Human Rights Commission budget cannot cover that amount Councilmember McGough suggested that Council assume the liability of the $150.00. Councilmember McGough moved, seconded by Councilmember Black, that the Council underwrite the $150.00 for Falcon Heights share of the cost of the wheelchair basketball game. Motion carried unanimously. Fire Chief Renchin appeared before Council to inform those in attendance that the vendor from whom the ambulance is being purchased will allow $100.00 off the price if one of the Fire Department personnel desire to pick up the ambulance rather than having it delivered. Apparently one fireman is interested in making the trip and Council decided they would not object as long as it does not cost the City at~y money. He also advised that the ambulance would be ready for delivery in approximately ~.5 days. Councilmember McGough moved, seconded by Councilmember Brown, to approve the Minutes of January 21a, 1979 as corrected. Motion carried unanimously.
