MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 11, 1979 <br />Page 3 <br />Motion carried unanimously. BOULEVARD TREES <br />(cont.) <br />Mayor Warkentien informed Council that he felt Underwood Street <br />on the State Fairgrounds should be made two way rather than one UNDERWOOD ST. <br />way as it is presently. After some discussion Council instructed STATE FAIRGROUNDS <br />Clerk Administrator Barnes to check with the St. Fairgrounds for an <br />opinion on the matter. <br />Clerk Administrator Baines gave a progress report on the work done COMPREHENSIVE <br />for the Comprehensive Plan and advised that Transportation, Parks PLAN UPDATE <br />and Recreation and Housing section have been completed. <br />Councilmember McGough informed Council that he had attended some <br />Planning Commission meetings and had done some investigation and <br />in his opinion a Planner is not necessary and is not required by <br />law. He felt that most of the work is being done by the Planning <br />Commission and staff and can see no reason to pay a Planner. Council <br />agreed to look into the matter and instructed Attorney K enefick to <br />examine the contract with Howard Dahlgren and Associates, Inc., and <br />the law regarding Comprehensive Planning, and report back at the <br />April 17, 1979 meeting. <br />Mayor Warkentien presented to Council a letter from Representative LETTER FROM <br />Ann Wynia regarding a~proposed bill requiring certain documents be REP. WYNIA <br />made available to the public at an official meeting. <br />Mayor Warkentien moved, seconded by Councilmember Brown to author AMERICAN ASSOC. <br />ize Clerk Administrator Barnes to send $50.00 for a years membership SMALL CITIES <br />in the American Association of Snall Cities. Motion carried unanimously. <br />Mayor Warkentien read a letter from Mayor Nelson of Lauderdale LETTER FROM <br />officiwlly rejecting the City~s proposal for joint policing/ fire/ MAYOR NELSON <br />rescue. It was felt the letter indicated some misunderstanding on LAUDERDALE <br />the part of Lauderdale, consequently Mayor Warkentien will write <br />a letter in reply. <br />Councilmember Brown gave an update on the proposed recreation RECREATION <br />program with Shoreview and informed that the recreation flyer UPDATE. <br />will be delivered the week of April 23, 1979. She also inquired <br />as to whether or pot the City will have a park attendant and in- <br />formed that it might be possible to hire CETA employees for this <br />position, at no cost to the City. <br />Councilmember Steele informed that he felt some concern, regarding <br />the hiring of CETA employees and felt tho position should be made <br />available to Falcon Heights residents. <br />Council requested Attorney Kenefick check into whether or not CETA <br />employees qualify for unemployment compensation and Clerk Administrator <br />Barnes to check with CETA regarding the City making certain stipulations <br />regarding hiring, such as age of applicant. <br />Mayor Warkentien moved, seconded by Councilmember NlcGough that a SPECIAL MEETING <br />special City Council Meeting be held on April 17, 1979 and that the APtZIL 17, 1979 <br />
