After some discussion Councilmember McGough <br />moved, seconded by Councilrnember Brown, to establish the fire lane <br />in the center lane allowing parking next to the building and along <br />Larpenteur Avenue in the parking lot at Bullseye Golf, 1607 West <br />Larpenteur. Motion carried unanimously. <br />John Labalestra, Lido Caf e, offered to pay for the re-striping of <br />the parking lot and is to make arrar~ ements with Norbert Hermes, <br />owner of the Bullseye Golf building. <br />Engineer Lemberg suggested to Council that the sealcoating project <br />for streets east of Snelling be included as part of the Garden Ave. <br />project in order that a single contract can be awarded. <br />Councilmember Steele moved, seconded by Councilmember McGough that <br />the Garden Avenue project and the seal coating project for 1979 <br />covering the entire area east of Snelling, be included in one con- <br />tract and bids be received as one project, with Garden Avenue being <br />financed by State Aid. Motion carried unanimously. <br />Clerk Administrator Barnes presented to Council the 1978 Financial <br />Report prepared by George M. Hansen Co. After discussing the re- <br />port Councilmember Brown moved, seconded by Mayor Warkentien, that <br />the Financial Report for the City oi" Falcon Heights as of December <br />31, 1978, as prepared by George M. Larpenteur, for VARIANCE 1750 <br />a sign v~r3.ance, the sign to be 110.8 square feet (both sides) to W. LARPENTEUR <br />be located 6 feet north of the south property line. Motion <br />carried unanimously, <br />Mayor Warkentien moved, seconded by Councilmember McGough, that HERMES CONDITI- , <br />the conditional use sign request for Don Hermes, 1750 W,~Larpenteur ONAL USE REQUEST <br />be approved. Motion carried unanimously. APPROVED <br />Councilmember Steele moved, seconded by Mayor Warkentien to re- <br />imburse Hartvig Holmberg, 1785 N. Pascal, X100.00 for the removal <br />of a dead elm tree which was removed too late to be on the 1978 <br />reimbursement list. Motion carried unanimously. . <br />Mayor Warkentien informed Council that Marian Haug, 1572 Fulham <br />St. and Winston Close, 1588 Fulham, have requested permission <br />to plant !~• to 5~~ boulevard trees, which are larger than those <br />approved by the City. <br />Councilmember Steele moved, seconded by Mayor Warkentien, to <br />authorize the Clerk Administrator to permit tree planting on the <br />boulevards provided the trues are of the ~-pecies so designated <br />for that particular street grid that ttre City reimburse the home- <br />owner for the purchase providing it does not exceed the cost the <br />city would incur in purchasing trees in that particular year. <br />H.
