The concern was that if we did not accept the <br />proposal our citizens could not :participate in at~y way with the <br />Roseville Recreation program. (except if they ~needed~numbers.in <br />various activities .) <br />Falcon Heights is q~Qs~ioning_how.Roseville Recreation can exclude <br />participation of Falcon Heights residents if school property is"` <br />being used. <br />Superintendent Lloyd Nielsen, School District 623, maintains that SUPT. LLOYD <br />since Morris Nicholson has left the School Board the special link NEILSBN <br />between the school and City of Falcon Heights has been broken and SCHOOL DISTRICT <br />hopes for a better relationship in the future. 623 <br />Superintendent Neilsen explained Community Services receives funds <br />for two specific purposes. <br />1. Providing adult education services outside the K-12 program. <br />2. Establishing linkages-to bring people together throughout <br />the school district. <br />He confirmed that someone from the City had called the school and <br />was given incorrect information as to who was in charge of school <br />facilities in respect to recreation. He also informed that the <br />school does have agreements or contracts for use of school property <br />to help def ray costs . <br />Jim Klassen, Community Services Coordinator, maintains that there JIM KLASSEN <br />are two priorities required foY utilization of school facilities. COMT~UNITY <br />1. School related activities. SERVICES <br />2. Activities for communities in which the school is located. <br />P1r. Klassen informed that the baseball scheduling by Dan Ficken was <br />incorrect and he assured Council that Mr. Ficken is aware of this <br />matter and that the request should have been directed to his office. <br />Mr. Klassen explained that there are two advisory boards, one of <br />which is a Neighborhood Council, which makes recommendations. to <br />the School District Advisor~rCouncil. The School District Advisory <br />Council set policy for the entire School District 623. The Neighbor- <br />hood Council does have representation on the Advisory Council as well <br />as a council member from every city within the school district. He <br />did stress that Commutai.ty Service is not in the recreation business and <br />does not attempt to duplicate any other services from other organizations. <br />He further stipulated that he had attempted to arrange a workable solution <br />for recreation jointly with Roseville, Lauderdale and Falcon Heights, and <br />he was aware that Roseville and Falcon Heights could not come to an agree- <br />ment. <br />He informed that communities do contract with the school for facilities <br />and the fee is established for costs incurred, such ,as lights, heat or <br />
