COMMUNITIY <br />.SERVICES <br />Councilmember rlcGough said he had met with Frank Rog, Recreation (cont.) <br />Director of Roseville, and that the Falcon Heights contract was <br />based on the same basis as Lauderdale finally accepted. It was <br />based on 85~ the first year, which would mean Falcon Heights would <br />be required to fund approximately $11,000.00 when our budget for <br />1979 was approximately $1,500.00. <br />Mayor Warkentien restated that the proposal included Falcon Heights <br />participating in the repair of the Roseville Ice Arena and the city <br />could not feasibly participate in such an agreement. <br />Councilmember Steele questioned Mr. Klassen as to the terms of the <br />rental of school property and whether or not the rental would allow <br />excluding some citizens from participating in activities in the rented <br />space. Mr. Klassen said it could be considered exclusionary if an <br />organization rented the school buildings for a specific purpose. <br />Councilmember Steele asked if it was an official opinion of the School <br />Board and the Legislative Representatives that tax payers in District <br />623 are involved in a rental program which can be exclusionary to its <br />citizens? <br />Superintendent Nielsen stated it could be rented out to another <br />community and the costs incurred by the school district are charged <br />to that community or organization,, but if the organization had <br />added costs that would reflect in the fee schedule for administration <br />of the activity this would not be a concern of the school district. <br />A lengthy discussion was held on this matter. <br />Representative John Rose was recognized bar Mayor Warket~t~~ and_h~____ <br />attempted to clarify the question in respect tp excluding some <br />citizens from activities held on rented school property. He f eft <br />the only way we might avoid this happening would be to have all <br />associations organized by school district boundaries and not commu- <br />nitiy boundaries. <br />John Labalestra suggested if the school district rented to municipalities <br />the fee to participate in any activity be the same to all citizsn,e and <br />be stipulated in the contract. <br />Phil Shively stated the problem is not so much the~fee charged but the <br />policy of exluding Falcon Heights citizens from the recreation program. <br />Representative Rose suggested that a committee consisting of himself, <br />Representative Fritz, a Falcon Heights CounciLnember and a School <br />Board Member or staff member be organized to discuss this common issue <br />and attempt to come up with a program to accomodate all that are <br />concerned. <br />Superintendent Nielsen agreed with Representative Rose that the dis- <br />cussion should be continued and would call a meeting within the month. <br />
