Motion carried unanimously. <br />Residents H. J. Blumentritt, 1881 N. Pascal, Maureen Willard, 1899 N. TNEE PLANTING <br />Pascal and John C. Roth, 1891 N. Pascal requested that Council exclude DISCUSSION <br />them from the tree planting program, as they felt their lots were <br />sufficiently landscaped. <br />After some discussion Mayor Warkentien moved, seconded by Councilmember <br />Steele that Clerk Administrator Barnes be authorized not to stake for <br />a tree when the homeowner objects to it and there has been no tree on <br />the boulevard previously, and that residents who object to the planting <br />of a replacement tree must appeal to Council. Motion carried unanimously. <br />Mayor Warkentien informed that Mrs. C. Clayton Limznerman, 1.63 W. Larpenteur, <br />requested a tree be planted on the boulevard in front of her home, but <br />Ramsey County will not allow boulevard trees on Larperrteur Ave.,which is a <br />County road. <br />Councilmember NTcGough moved, seconded by Councilmernber Kurpiewski, to <br />authorize the Clerk Administrator to permit Mrs. Zinunerrnan to purchase <br />2 flowering crab trees for her yard, if she desires, and the City will <br />reimburse her for the average cost to the City. Motion carried un- <br />animously. <br />Mayor Warkentien requested that Council approve the appointment of James JAMES BOUR~UIN <br />Bourquin, 2129 W. Larpenteur, to the Planning Commission, as a replacement 2129 W. LARD. <br />for Bernadine Wold. Councilmernber McGough moved, seconded by Council- APPOINTED TO <br />member Brown that Mayor Ydarkentien's appointment of James Bourquin be PLANNING <br />approved. Motion carried unanimously. COMMISSION <br />Councilmember McGough pr~esonted a letter from Ramsey County Engineer <br />regarding the Ramsey County Board's Resolution 79-1~Ii.~., providing for <br />installation of the Opticom System on some intersections on County <br />roads. <br />Attorney Kenefick informed he had been in contact with Rat-~msey County <br />regarding the costs of the Opticom =installation. If Opticom is in- <br />stalled the County will. pay for installation and the municipality will <br />be responsible for (1) Maintenance once the Opticom is installed, (2) <br />cost of electricity to operate the sig~rals and cost of az~y electrical <br />connections, and (3) cost of emitters to be placed in the emergency <br />vehicles. <br />There was discussion regarding the possibility of an Opticom being <br />installed at Larponteur and Snelling intersection.
