Mayor Warkentien moved, WOODS PARK <br />seconded. by Councilmember Kurpiewski, that Clerlt Administrator Barnes <br />be authori~.ed to have a dumpster placed in Falcon `goods Park on a trial <br />basis, the dumpster to '.,e placed in an inconspicuous place and left <br />unlocked. ~Sotion carried unanimously. <br />Clerk Administrator Barnes reported to Council that Roc-A-Fellas, in DRINKING IN <br />the Cohen Stropping Center, and the Sheriff's Department have requested PARKING LOTS <br />an ordinance to control drinking in private commercial parking lots. <br />The Clerk Administrator. was directed to request a sample ordinance from <br />th:~ NSinnesota Lea~?ue of Cities ^.nd bring the information to the next <br />Council Meeting. <br />Councilmember McGough moved, seconded by Councilmember Brown, that the <br />next regular City Council :Meeting to be held Wednesday, June 27, 1979, <br />be changed to Tuesda`~, June 26, 1979, as the Recre~.tion Committee's <br />Ice Dream Social in the Falcon Woods Park is to be held the evening of <br />the 27th. Upon a vote. being taken the following voted "aye": Mayor <br />Warkentien, Counci]_member.s McGough, Kurpiewski and Brown,and. the <br />following voted "nay": Councilmember Steele. Motion carried. <br />JUNE 27th MEETING <br />CHAIG~D TO JUNE <br />26th <br />Councilmember Kurpiewski suggested the Dog and Animal Control Ordinance ANIMAL CONTROL <br />be updated. After some discussion Councilmember Kurpiewski moved, ORDINANCE TO BE <br />seconded by Mayor Warkentien, to authorize Clerk Administrator Barnes UPDATED <br />to prepare an Animal Control Ordinc.~~e which would include the necessity <br />of the owner cleaning up any o{ the feces of the animal and disposing <br />of them in a sanitary manner on their own property. <br />Councilmember Steele op^~-_~>d a discussion rel,arding the semi-retirement <br />of George. Willlcom,Liquor Store Manager, and requested the Mayor to <br />review the recent developments as to George Willkom's semi-retirement <br />Mayor Warkentien informed that a supervisor ias been hired to start <br />July 1, 1979. George Willkanhas requested that he be allowed to work <br />15 to 20 hours per week and to maintain full sick leave and vacation. <br />Mayor Warkentien recommended that this request be granted.. <br />Councilmember Steele informed Council that he is totally suppor_ive <br />of George T~~illkom and feels that he has done_an excellent job as <br />Liquor Store Manager. He also stated he had been informed that there <br />is an employee of the Liquor Store who would have been interested in <br />the position which has been offered to another and questioned whether <br />or not that employee had been offered the position. <br />Drawing from experience of h'_.~ own employer, Councilmember Steele <br />presented Council with the following infor.:;a.tion: <br />LIQUOR STORE <br />MANAGEMENT <br />DISCUSSION <br />When an employee works part time the benefits are scalec down accordingly <br />and suggested the Council consider contracting George Willkom for his <br />services if_ needed. With a legal contract he would become a consultant <br />or self employed, and the contract could stipulate hours, etc. The <br />consultant sets '-h.e rate which he will charge. It then terminates all <br />obligations that the City may have to that employee. Under this arrangement <br />the City's liability is also terminated and the advantages to the em- <br />ployee ar_e many,in most cases. <br />
